875-4009 The Telephone Organization of Thailand (TOT) was established
in 1954 as a state enterprise under the supervision of the Ministry of
Transportation and Communication. TOT is in charge of the operation
and development of basic telephone, data communication and various
value-added services throughout the Kingdom of Thailand, as well as the
provision of long distance telephone services between Thailand and
neighbouring countries. Currently, TOT has about 22,000 employees and
total assets in fiscal year 1993 of about 95 billion Baht
(approximately US $3.8 billion). Objectives: TOT is placing a great
degree of importance on the Fundamental Plan to define the requirements
for the expansion and upgrade of services and the introduction of new
technologies. TOT's current fundamental plans need to be updated,
revised and coordinated to reflect current technologies and TOT goals
and objectives. TOT needs to update these plans so that they can be
used as the basis for the future equipment specifications and to
establish a sequence of introduction of new services. The U.S. Trade
and Development Agency (TDA), on behalf of TOT invites submission of
qualification data from interested U.S. firms which are qualified on
the basis of experience and performance to conduct an analysis of the
existing Fundamental Plan at the TOT. The revisions of the Fundamental
Plan shall be accomplished in two phases. In the initial phase, the
Consultant shall recommend revisions and updates to reflect the
introduction of new technologies underway at TOT, complete revisions on
plans which require minor modifications, and write RFQ documents
including commercial and technical specifications for an extensive
feasibility study to update and complete the Fundamental Plan. These
RFQ documents should serve as the scope of work for a potential second
phase of work. Scope of Work: The Consultants Scope of Work shall
consist of four (4) tasks as follows: Task 1 - Review Current Plans and
Recommend Revisions and Updates: Routing/Switching Plan: Transmission
Plan: Numbering Plan: Telephone Development Plan (8th and 9th Plans):
Impact of new technology already introduced or to be introduced: Task
2 - Review Standards and Recommend Revisions and Updates: Urban/Rural
exchange Design Standards: Outside Plant Standards: Signaling
Standards: Junction Transmission Facilities Standards: General
Standards for Building Design, HVAC, Diesel Stand-by Power Systems:
Task 3 - Revise Plan Requiring Minor Modifications: In particular plans
for Central Office Switching: Outside Plant: Cellular and Value - Added
Services: Task 4 - Tender Document Preparation for a Fundamental Plan
Study The Consultant shall prepare complete RFP documents including
technical specifications to incorporate the revisions and updates
recommended in the fundamental planning elements in Tasks 1 and 2
above, and which were not revised by Task 3. These tender documents
shall serve as the scope of work for the second phase of work to revise
the Fundamental Plan. The selected consultant will be paid in U.S.
dollars from $124,900 grant to the TOT from the USTDA. Requirements:
Only U.S. firms may bid on this USTDA-financed activity. Interested
firms, and their subcontractors must qualify under USTDA's nationality
requirements as of the due date for submission of qualifications and
proposals and, if selected to carry out the USTDA-financed activity,
must continue to meet such requirements throughout the duration of the
USTDA-financed activity. All goods and services to be provided by the
selected firm and its subcontractors must have their nationality,
source, and origin in the United States or Thailand. In no case shall
goods or services having their nationality, source or origin in
Thailand exceed twenty percent (20%) of the amount of the grant
provided by USTDA. The Consultant shall assign a team of switching and
transmission experts to review TOT's current plans and recommend which
plans should be revised. The Consultant shall revise those plans which
require simple changes, shall write a scope of work for a detailed
Consultant study to upgrade the plans which need major modifications,
and shall identify activities required to be undertaken by TOT to
complete the Fundamental Plan. The goal is to enhance TOT's resources
and enable TOT to establish a Fundamental Plan which would reflect TOT
goals and objectives, plan for the introduction of technology and
value-added services, and establish a sequence of major events for the
further expansion of services. The revisions and upgrades recommended
by the Consultant shall provide direction for the implementation,
upgrade and expansion of future exchange central offices, district
centers, tandem junction requirements, national transmission
requirements, data network, and value-added services for the 8th and/or
9th Plan according to TOT requirements and government directives. The
Consultant shall also define information and forecasts to be collected
by TOT, and recommend revisions and updates. The Consultant shall
submit an original report to TOT detailing the recommendations and
shall include an economic analysis and project justification. The
Consultant shall assign a project team responsible for carrying out the
majority of work in Bangkok in close cooperation with TOT management
and engineering personnel. TOT will provide the required office space,
and the Consultant shall provide all other logistic support needed to
meet the requirements of this Scope of Work. A Definitional Mission
Report (DM) is available from the U.S. Trade and Development Agency
(''USTDA''), Room 309, SA-16, Washington, DC 20523-1602. Requests for
the DM report should be faxed to the IRC, USTDA (fax: (703) 875-4009).

number. No telephone requests will be honored. If you would like the
report sent to you via courier delivery service, include the name of
the courier company and your firm's account number. Interested firms
are invited to submit prequalification documents in English composed of
the following: - A Summary of firm expertise and experience in
fundamental planning 40%; - Key personnel experience in related
projects 30%; - Experience in preparing tender documents for PTTs 20%;
- proposed project implementation schedule 10%; - Other supporting
documents as the firm(s) deem relevant. Based on the prequalification
statements, TOT will develop a shortlist of qualified firms which will
be invited to submit formal proposals to carry out the proposed
feasibility study. The proposals will be due in the offices of TOT
within thirty (30) days after the notification of the shortlist of
qualified firms. After the evaluation of preliminary proposals, the
qualified candidate will be issued the TOR (Terms of Reference) for
submission of the final proposals. Submission of the preliminary
proposals - Seven (7) complete copies of the qualifications documents
are to be submitted in English to TOT on or before February 15, 1995 to
