Contracting Officer: Ms. Gail West. 1. CONTRACT INFORMATION: This
announcement is open to all businesses regardless of size. All
responders are advised that this project may be cancelled or revised at
any time during the solicitation, selection, evaluation, negotiation
and final award. The contract shall be firm fixed price. Contract award
is anticipated for Feb 95. ESTIMATED CONSTRUCTION COSTS: More than
$10,000,000. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan on that part of the work it intends to subcontract. The Alaska
District goals are that 60% of the work be subcontracted to small
businesses with 7% of that to small disadvantaged businesses. The plan
is not required with this submittal. Responding firms must address
each discipline, clearly indicate which shall be subcontracted, and
provide a separate SF254 and SF255 for each subcontractor necessary.
The contractor shall employ, for the purpose of performing that portion
of the contract work in the State of Alaska, individuals who are
residents of the State, and who, in the case of any craft on trade,
possess or would be able to acquire promptly the necessary skills to
perform the contract. 2. PROJECT INFORMATION: Prepare construction
documents for a 2,400 gallon per minute, Type II hydrant fueling system
with two abvoveground, 10,000 barrel, operating tanks to support the
west ramp at Elemendorf AFB. The fueling system shall be designed to
support aircraft such as C-5's, B-52's, and 747's which have fuel tank
capacities of over 20,000 gallons. The fueling system shall be
designed to simultaneously refuel two of these type aircraft in less
than 1 hour. The project includes design of a pumphouse, required
piping, valves, trenching and connections to the existing fuel system.
Additionally, apron lighting, security fencing and pavement removal
and installation shall be designed. This project will be designed in
the metric system. Subarctic and seismic zone 4 design experience is
required either in-house or provided by a subcontractor. The firm must
demonstrate ability to provide CADD formatted drawings and use
MCACES-Gold (estimating system) for this project. The MCACES-Gold
program shall be furnished by the Government. LOCATION: Elmendorf AFB,
Alaska. 3. SELECTION CRITERIA; See Note 24 for general selection
process. The following selection criteria headings are listed in
descending order of importance (a) specialized experienced and
technical competence in: (weighted in descending order) (1) design of
large capacity aircraft fueling systems; (2) design of fuel storage and
distribution systems; (3) design of corrosion control measures for fuel
storage and distribution systems; (b) qualified professional personnel
in the following disciplines: (weighted equally) (1) minimum in-house
requirements are one mechanical and one electrical engineer and (2)
disciplines which may be subcontracted: architect, civil, structural,
cost estimating, fire protection, corrosion control, and hazardous
materials engineer, (c) past performance on DOD and other contracts
with respect to cost control, quality of work, and compliance with
schedules; (d) capacity to maintain schedules and accomplish required
work on time; (e) location of the firm in general geographical area of
the projects and knowledge of locality; (f) volume of DOD contract
awards in the last 12 months as described in Note 24; and (g) extent of
participation of SB, SDB, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the estimated effort. The cotractor shall employ, for
the purpose of performing that portion of the contract work in the
State of Alaska, individuals who are residents of the State, and who,
in the case of any craft or trade, possess or would be able to acquire
promptly the necessary skills to perform the contract. 4. SUBMISSION
REQUIREMENTS: Firms submitting SF 255s (1 copy only) should include:
(1) organization of proposed project team, (2) responsibilities and
authority of key project personnel, (3) relationship of project team to
overall organization of the firm, (4) a quality control plan, and (5)
in block 8c of the SF 255 include a POC and phone number. Submittals
must be received at the address indicated above not later than COB
(4:00 pm Alaska time) on the 30th day from the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline is the close of business of the next business
day. No additional information shall be provided, and no faxed
submittals shall be accepted. This is not a request for proposal.
