C -- ARMORY/TRAINING SITE SUPPORT FACILITY, RAVENNA ARMY TRAINING AREA, RAVENNA, OHIO Due 022495. Contact Point: Tsgt. Tim Korbas, (614) 793-3283. Architect-Engineer services, Ohio Army National Guard. Selected Architect-Engineer shall provide planning (Type A), and be available to provide options of design (Type B) and construction surveillance (Type C) services for the construction od a 64,402 square foot armory and training site support facility. The block and brick facility will include offices, classrooms, a secure storage vault, and a drill floor. The facility will also include billetin space, locker rooms and latrines and a kitchen/dining area capable of supporting 300 soldiers. The design will be prepared in accordance with standard design package provided by the National Guard Bureau. All working drawings and specifications will use dual English/metric measurements. Type A services include: field surveys and investigations, soil boring and analysis, conceptual proposal/development meetings, site analysis and sketches, floor plan sketches and analysis, building system analysis, environmental permit identification, playbacks of project statements of work, presentation to Contracting Officer's Representative. Type B services include: contract documents development meeting, engineer design calculations and analyses, detailed working drawings, specifications, detailed construction cost estimates, energy budget calculations, material samples and color board, preparation of environmental permits, bid schedule support information. Attend Code and Criteria Review and reproduce bid documents. Type C services include: shop drawing technical review, qualified representative for construction inspection, analyze testing lab reports, labor estimates, progress reports, payment request reviews, operational acceptance observation, as-built specifications and drawings, real estate capitalization documents. Architect-Engineer selection shall be based upon the following criteria which is listed in relative order of importance: 1) Professional qualifications necessary for satisfactory performance of required services; namely structural, mechanical, civil, electrical and architectural engineering. 2) Specialized experience and technical competence in the type of work required. 3) Capacity to accomplish the work in the required time; namely and accelerated design schedule which must include all governmental reviews. 4) Past performance on contracts with government agencies and private industries in terms of cost control and quality of work. 5) Location in the general geographical area of the project. 6) The volume of work previously awarded the firm by the Department of Defense shall also be considered. Estimated Construction range is $1,000,000 to $5,000,000. This announcement is open to all business sources regardless of size. The Government proposes to enter into a Firm Fixed Price contract for these services.
