ENVIRONMENTAL PROTECTION AGENCY The Illinois Environmental Protection
Agency (IEPA) is seeking the services of a qualified Corrective Action
Contractor(s) to perform emergency and planned corrective action work
at contaminated sites throughout the State of Illinois. This work will
be funded in part by Federal funds and in part by State funds. The
contractor(s) must have the equipment, personnel, and expertise to
satisfactorily remediate Leaking Underground Storage Tank (LUST) sites
and other waste removal situations. In addition, contractors must be
able to mobilize and respond to all emergency petroleum LUST situations
anywhere in the State of Illinois within 24 to 48 hours frm
notification. The procurement will conform to regulations referenced in
40 CFR 35, Subpart 0, the Illinois Purchasing Act, and procedures of
the IEPA to encourage the use of small, minority, and women's business
contractors (if subcontractors are used) and the contractor shall
document this effort. Also, bidders should comply with the President's
Executive Order No. 11246, as amended. The successful contractor(s)
will be subject to all applicable Federal and State laws and
regulations, including but not limited to the David-Bacon Wage Act and
related Federal Labor Acts and to the Illinois Prevailing Wage Act
(820 ILCS 130/0-130/12). The submission of a proposal by the Offeror in
response to this RFP constitutes an acknowledgement of and an agreement
by the Offeror that they understand and will comply with the
Davis-Bacon Wage Act, related Federal Labor Acts and the Illinois
prevailing Wage Act. If a payment and/or performance bond is required
in connection with this contract, said bond shall specifically provide
that the Principal must pay all sums of money due or to become due for
any labor in accordance with the Davis-Bacon Wage Act or the Illinois
Prevailing Wage Act which ever is applicable. Interested firms may
obtain a Request for Proposal (RFP) package through February 24, 1995
at no charge from: Address above. The IEPA will not accept requests for
RFP's after February 24, 1995. Prospective offerors should carefully
examine the RFP package, complete the technical, financial and cost
portions of the package and submit them so as to arrive at the IEPA no
later than 5:00 p.m. CST, March 17, 1995. All proposal packages
received by the IEPA after that time and date will be returned unopened
to the offerors, and the offerors will be deemed nonresponsive for this
procurement. The IEPA will uniformly and objectively evaluate and rate
the following major qualifications of each prime contractor according
to the information supplied in their respective Statements of
Technical Qualifications: Evaluation Criteria: 1. Work Experience and
Performance. Evaluation Scoring % 45%. 2. Personnel Qualifications:
35%. 3. Equipment: 20%. The IEPA will also evaluate all financial and
cost proposals in accordance with predetermined objective criteria and
will negotiate costs with the firms determined to be the best
technically qualified. These best technically qualified firms will then
be required to submit best and final offers for their costs. Contracts
shall be awarded to the technically qualified responsive, responsible
offerors with the lowest, best and final cost proposals. The award of
any contract to perform the proposed work is subject to the
availability of State and Federal funds. The offerors should realize
that any delay in receivning legislative or grant authority may result
