The contractor will provide those services referred to and will furnish complete reports thereon to the Department of Veterans Affairs at such times and in such manner as may be prescribed by the Department of Veterans Affairs. the services to be furnished shall consist of counseling interviews, and the administration of educational and psychological tests to eligible persons as described herein as are essential to the accomplishment of the purposes hereinafter stated.
