February, 1995 for a 30 day bidding period. Requests for a copy of the
RFP can be Faxed to (503-650-5426) or requested in writing to the
above address. Proposals are requested to manage, train and supevise
personnel for a number of data collectio programs in supsport of
Pacific coast state and federal fisheries management plans. The purpose
of the NEAP Data Collection Jobs Program is to employ salmon fishermen
who hae suffered a financial hardship as a result of the recent years
of very restrictive salmon fishery regulations. Successful bidders are
required to employ salmon fishermen who met the NEAP specified
qualifying criteria (attached to the RFP) as part of their project work
force. The work performed by the tasks enumerated in the RFP will
provide needed data to state and federal fisheries management agencies
in their efforts to improve fisheries stocks and maintain some level
of fishery harvest, both recreational and commercial. Nine separate
work projects are described in the RFP for which bids are solicited to
oversee and conduct these projects using Pacific coast salmon
fishermen as the field data collection workers. Bidders may submit
proposals on any or all tasks a desired. The Data Collection Job Tasks
include: Encounter rates of legal and sublegal chinook and coho salmon
in the marine troll and recreational salmon fisheries off Washington,
Oregon, and Norther & Central California; A survey of stray rates of
coho and possible chinook salmon from different types of propagation
release sites in Washigton state; Mass marking of Hatchery coho salmon
in Willapa Bay and Grays Harbor drainage in Washingtron state;
Spawning ground surveys in the Chetco River, Oregon; Terminal area
salmon fishery development projects in Oregon state; Tagging of
sturgeon in the Lower Columbia River in Oregon state; and Augmentation
of a number of existing California Department of Fish and Game port
sampling programs for salmon, rockfish, herring, whiting and sea
urchins in the state of California. All RFP's requested by FAx or in
