Airborne Reconnaissance Low-Special Radio Equipment (SRE). This is a market survey. The U.S. Army Program Executive for Intelligence and Electronic Warfare, the Project Manager Signals Warfare and the C4IEW Acquisition Center, Vint Hill Farms Station, Warrenton, Virginia, intends to issue a contract modification on a sole source basis to E-Systems, Falls Church, Virginia for the upgrade of three Special Radio Equipment (SRE) units currently in Government inventory. The contract modification will include: the procurement of receiver modules and digital signal processing cards identical to those currently used in the fielded units; three power supply field retrofit kits; change pages to existing operator and maintenace manuals; electromagnetic interference (EMI) and factory acceptance testing (FAT) at the contractor's facility. A technical data package for the SRE unit was not procured under the basic contract and is not available for this effort. This acquisition involves the integration of proprietary data (software is maintained by the contractor with limited rights.) This is not a request for proposal. All interested and responsible sources capable of fulfilling the requirements with the limited data must be identified within 15 days after publication of this announcement. It is the responsibility of each interested offeror to provide clear and convincing data to the Government that demonstrates their ability to perform the requirement herein. All responses to this announcement must be in writing to the Contracting Officer. As result of analyzing responses to this announcement, the Contracting Officer may determine that a solicitation be issued. This may constitute the only notice for such a solicitation.
