potential sources capable of performing the following proposed
requirement: Development of the third edition of the Sesame Street Fire
Safety Activity Book as well as a new audio cassette, suitable for the
target audiences of child care providers, fire education specialists,
and parents providing fire safety information for children. The book
shall provide the most current fire safety information available,
refine the existing safety messages in the Second Edition of the Sesame
Street Fire Safety Activity Book, as well as discuss the following
message areas: Get Out and Stay Out, Matches and Lighters are for Grown
Ups, Get Low and Go, Hot Things Burn, Exit Drills (Day and Night), Know
the Sound of Smoke Detectors/Alarms, and 911 Awareness. Other elements
of this third edition shall include, but not be limited to: age
appropriateness of activities, materials which reflect cultural
diversity, updated firefighter personnel protective clothing and
equipment, sheet music, including chords for guitar for all songs
developed, and updated skits with the new content message areas. This
edition shall utilize graphics and layouts to the maximum extent
possible, in order to be more user friendly. This project shall also
provide detailed plans to child care providers and fire education
specialists on how to create additional fire safety program support
materials such as felt story boards, character puppets, etc. A
companion audio cassette shall also be developed by the contractor,
that shall contain interactive (sing along) original songs, to
reinforce the new message areas described above. Minimum capabilities
must include documented evidence of experience and expertise in the
following areas: 1. Documented experience in writing fire safety
messages for pre-school age children. 2. Legal ability to use the
copyrighted Sesame Street characters, which are widely recognized by
the target audience of parents, fire safety educators, and child care
providers and educators. 3. Documented long-term experience, on the
national level, in developing educational products for children through
media such as video, audio, and publications. 4. Documented background
and understanding of the listed message area goals and implementation
objectives, developed as a result of the Sesame Street Fire Safety
Meeting of August, 1994. Firms with these capabilities are invited to
submit two (2) copies of their capabilities statement within fifteen
(15) calendar days from the date of this notice. Information furnished
should include: 1) The number and professional qualifications of
technical and other appropriate personnel; 2) Company experience
related to the proposed project; 3) A current financial statement; 4)
Other literature which demonstrates the minimum capabilities listed
above. The Government will not pay or otherwise reimburse respondents
for information submitted. Based upon responses received, the
Government reserves the right to set-aside any and all procurements
that may result hereunder for small or minority-owned businesses. If
the evaluation of the responses received concludes that none of the
responding firms have the necessary capabilities, then this acquisition
will become a Sole Source Procurement, and no further synopsis will be
issued. However, if one or more responses received are determined to
have the necessary capabilities, then this acquisition will be
