Toppenish, WA 98948 D -- YAKIMA INDIAN NATION GEOGRAPHIC INFORMATION SYSTEM NEEDS
ASSESSMENT, CONCEPTUAL DESIGN AND IMPLEMENTATION PLAN OBJECTIVE - The
Yakima Indian Nation (YIN) is seeking to conduct a study and the
preparation of a plan whose main objectives are: 1. Assess the mapping
and related geographic information uses and needs of the YIN, along
with the existing data resources, and 2. Prepare a long range project
development plan to serve as an organizational and system management
guide. BACKGROUND - The Yakima Indian Nation has identified a need to
increase staff efficiency and reduce redundancy in maintaining and
accessing maps and geographic data. It has found that a Geographic
Information System (GIS) consisting of digital maps linked to databases
containing information about geographic features will accomplish this
objective. DESIRED STUDY AND PROJECT PLAN/PROCEDURES/PRODUCTS - The
following is a summary outline of procedures and a synoptic statement
of product deliverables. 1. Geographic Information System Needs
Analysis and Applications Definition. 1.1 Conduct a user needs
assessment for pertinent departments within the YIN. 1.2 Compile an
inventory of current and planned databases and assess the
accessibility, transferability or convertability for use within the
GIS. 1.3 Identify duplication of effort between departments both in
their mapping and database creation and maintenance. 1.4 Determine the
GIS functional requirements based on user needs assessments,
work/information flows and translating requirements to system and
conversion specifications. 2. Project Conceptual Design and
Implementation Plan. 2.1 Based on information compiled in part 1,
prepare a specification package that will identify functional
requirements of a GIS software/hardware system to best satisfy the
needs of the Yakima Indian Nation. The specification should address
hardware, software, user applications, base mapping, facilities and
data capture, maintenance and data translation or conversion. 2.2
Develop a strategic long range implementation plan for the YIN's
Geographic Information System, addressing such issues as staffing and
tranining requirements, organizational management plan, project
scheduling and monitoring, feedback to management, deliverable products
and documentation, project controls and work methodologies, and phased
