The Center-TRACON Automation System (CTAS) is being developed to
provide real-time traffic control assistance in the management of
aircraft within or transitioning into the enroute or terminal airspace
boundaries. Principally, CTAS shall: (1) generate a schedule of
traffic at arrival meter fixes and runway thresholds; (2) provide
assistance to the TMC in scheduling aircraft to a gate or runway; (3)
develop and display descent advisory data for fix crossing with a fuel
efficient descent profile; (4) support TRACON controllers in routing
and sequencing aircraft in the terminal area; and (5) support Center
and TRACON controllers in merging and establishing departure traffic in
the enroute structure. The CTAS program office, ARD-40, has relied, in
part, upon the services of the Massachusetts Institute of Technology,
Lincoln Laboratory (MIT/LL) which was obtained through an interagency
agreement with the Department of the Air Force. Wyndemere, Inc., as a
subcontractor to MIT/LL, has been working on the CTAS software
adaptation for builds 1 and 2. ARD-40 desires to contract directly with
Wyndemere to complete the software adaptation requirement for builds 1
and 2, as well as provide technical support for build 3. Any party
interested in competing for the CTAS adaptation requirement must submit
a written statement of qualifications to Richard S. Kahn, ASU-350,
Contracting Officer, Federal Aviation Administration, 800 Independence
Avenue, SW, Washington, DC, 20591, to be received no later than COB
February 21, 1995. The submission must be in duplicate and must address
the technical knowledge, skills, and experience it has with the CTAS
developmental software and its site adaptation requirements. The
submission must also identify the specific individuals that would
provide the services and their resume, to include education and work
experiences in the critical areas identified above. NO TELEPHONE CALLS
