International Development (USAID) Regional Economic Development
Services Office for East and Southern Africa (REDSO/ESA) is seeking
expressions of interest from qualified Non-Governmental Organizations
(NGOS), registered private voluntary organizations, U.S. universities
and consortiums of said PVOs and/or universities to assist in improving
the quality and sustainability of research and training being offered
by the Makerere University Biological field station in the Kibale
Forest of Western Uganda. It is anticipated that a cooperative
agreement with a recognized, qualified, organization as described above
with regional experience in natural resources management to meet the
following objectives over the period of approximately May 1, 1995
through April 30, 1997. Goals: A) Train Ugandans able to effectively
manage the operations of the Biological Field Station (BFS), B)
increase revenues at the BFS and increased rental revenues from
facilities, C) increase the amount of independently funded research, D)
establish long term relationships with international institutions and
E) improve the quality of training and research. The grant activities
will involve implementation, administration and short-term technical
assistance. Based on Expressions of Interest and review of
qualifications submitted; pre-qualified organizations will be invited
to submit a formal application. This is anticipated to lead to award of
a Cooperative Agreement (CA). No fee is allowable and no fee would be
paid under such CA. Please send an expression of interest along with
organization experience and qualifications to carry out the above
described activities, in writing, to Richard F. Webber, REDSO/ESA, Unit
64102, APO AE 09831-4102. Please submit via Fax with follow-up hard
copy via mail/courier. Expressions of Interest must be received by the
Regional Agreements Officer not later than COB January 25, 1995 in
order to be considered. It is anticipated that the issuance date of an
IFA package to qualified organizations will be on or about February 1,
1995. All organizations submitting expressions of interest will be
notified as to the outcome of the selection process. The closing date
for receipt of applications in response to such IFA is anticipated to
be March 22, 1995. The IFA, when issued, will provide the final
