The White Sands Missile Range, NM intends to acquire on the basis of
Other Than Full and Open Competition, as prescribed by FAR 6.302-1,
from Tension Member Technology, a three-year contract for the design,
analysis, performance optimization, and cyclic testing of large
diameter (2.5'') aramid fiber ropes, and related cable handling
equipment. The proposed services will begin in March 1995. The ropes
and cable handling equipment to be tested are being developed for
potential use at the WSMR Aerial Cable Range. See Note 22 except that
any responses must be received within fifteen (15) days after the date
of this publication. Interested sources must provide convincing
evidence of their experience, testing capabilities, and expertise
involving large aramid fiber ropes and related handling equipment to
this office within 15 days after the publication of this notice. The
following is a brief description of the minimum requirements: 1)
Existing cyclic-bending test machine capable of performing reverse-bend
fatigue tests on aramid fiber ropes utilizing a government furnished
(GF) test article fitting in a volume with dimensions, length = 22,
width = 2.5., and height = 2 . Rope tension during these tests shall be
a minimum of 100,000 pounds. The rope shall be cyclically stroked at a
nominal rate of 48 ft/min and a stroke length of 24 . The test machine
fixture which supports the test article shall be capable of safely
supporting a rope induced moment of approximately 16,000 pounds and a
rope induced towing force of 5, 000 pounds. 2) Existing cyclic-bending
test machine capable of performing reverse-bend fatigue tests on
aramid fiber ropes utilizing a GF test article fitting in a volume with
dimensions, length = 10, width = 2.5, and height = 3 . Rope tension
during these tests shall be a minimum of 100,000 pounds. The rope shall
be cyclically stroked at a nominal rate of 48 ft/min and a stroke
length of 12 . The test machine fixture which supports the test article
shall be capable of safely supporting a rope induced towing force of
5,000 pounds. 3) Existing cyclic-bending test machine capable of
performing reverse-bend fatigue tests on aramid fiber ropes utilizing
a GF test article fitting in a volume with dimensions, length = 12,
width = 5 and height = 3 . Rope tension during these tests shall be a
nominal 150,000 pounds. The rope shall be cyclically stroked at a rate
of 48 ft/min and a stroke length of 14 . The test machine fixture
which supports the test article shall be capable of safely supporting
a rope induced towing force of 5,000 pounds. 4) Existing tensile test
machines with load capacities up to 400,000 pounds, capable of
performing tension, elongation, torque, rotation and elongation to
break tests. These machines shall utilize friction compensated swivels
to eliminate swivel bearing friction. 5) Existing data acquisition
equipment (e.g. strip chart recorders, x vs. y pen plotters, PC based
acquisition) capable of collecting applicable data from the tests
described above. 6) Existing technical expertise in installing potted
socket end terminations on large diameter aramid fiber ropes capable of
sustaining a minimum tension of 75% of the design break strength of the
ropes. 7) Existing technical expertise in installing eye splice end
terminations on 36 strand aramid fiber ropes capable of developing the
full break strength of the rope. 8) Expertise in the dissection of
aramid fiber ropes for the purpose of documenting rope designs and for
post test failure analysis. Experience cited shall be primarily with
Kevlar (a registered trade name of DuPont) ropes of diameters of 2 or
