Reclamation is requesting Standard Forms 254 and 255 from qualified
Architect-Engineer firms for providing hydrographic data collection,
geomorphic studies, analysis, engineering, design and consulting
services. These services include, but are not limited to soundings,
cross section surveying on rivers, streams and lakes, stream gauging
measurements, installation and operation of stream gauges, field
collection of suspended sediment, and hydrologic data collection.
Professional services also include design of structural and
non-structural river maintenance features such as revetments, groins,
bank stabilization structures including use of Kellner jetties, and
other various types of hydraulic structures. The contractor must have
in its employ a registered Professional Engineer who will be
responsible for all field and office work, and who may be contacted by
the Contracting Officer's Representative should any discrepancies,
disputes or unacceptable performance occur. Except where noted in the
solicitation, the contractor shall provide all necessary labor,
equipment, and materials required for collection and reporting. Primary
sites requiring these services are located within the entire state of
New Mexico, areas of southern Colorado, and areas in northwest Texas in
and aroun El Paso. This contract will be an Indefinite Quantity
contract. Delivery Orders will be issued as requirements arise. This
contract is for one performance year and four option years, not to
exceed a total of five years. In accordance with Federal Acquisition
Regulation (FAR) 36.602, each potential contractor shall be evaluated
in terms of its (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; and (5) Location in the general geographical
area of the project and knowledge of the locality of the project,
provided, that application of this criterion leaves an appropriate
number of qualified firms, given the nature and size of the project;
and (6) Acceptability under other appropriate evaluation criteria.
Standard Forms 254 and 255 are due by 4:00 p.m. on February 17, 1995.
