Oficer Project generally consists of, but is not limited to the
following: 1. Grade 160' x 145' plot. 2. Construct spread footing
foundations for 88' x 25' building and 57' tall tower. 3. Construct 88'
x 25' ASR-9 building using decorative concrete block. 4. Install 800
amp electrical service for building. 5. Install three 15 ton HVAC
units, including interior and exterior ductwork and associated system
controls. 6. Install government furnished 57' ASR-9 antenna tower and
make OSHA modifications to top railing. 7. Install government furnished
175kw engine/generator, heat exchanger, load bank and 80 KW UPS. 8.
Install separate self-contained HVAC wall unit for office space. 9.
Install 7' site security fence around plot including 20' vehicle gate.
10. Install 1000 gal. above ground diesel storage tank. 11. Install
165' x 140' gravel parking lot. 12. Install 1000 gal. septic tank and
distribution system for facility rest room. The estimated ranged is
between $500,000 and $1,000,000. The charge for this solicitation is
$40.00 per copy, which is NON-REFUNDABLE. This procurement is open to
both large and small businesses. All responsible sources may submit an

for Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to surety against losses. Loans are also available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
