The BLU-108/B submunition is currently produced for the SFW (NSN 1325-01-8801), a wide-area munition in the 1000-pound class. The BLU-108/B submunition weighs approximately 60 pounds, contains four warheads, and orientation and stabilization system, a radar altimeter, and a rocket motor. Each warhead fires an explosively-formed projectile triggered by a two-color infrared sensor. This solicitation will consist of the procurement of 102 BLU-108/B submunitions of inert configuration, six (6) BLU-108/B submunitions of MASS BAL configuration, six (6) BLU-108/B submunitions of tactical configuration (excluding octol and rocket motor propellant), 246 BLU-108/B submunitions of live tactical configuration. This hardware will be procured through the use of two contractual actions over a two-year period. An engineering data package is not available. This effort requires contractors personnel be cleared for access to SECRET NOFORN. Potential contractors have to be certified and registered for STINFO export control by the Defense Logistics Services Center (DLSC), Battle Creek, MI 49016-3412, telephone number 800-352-3572, to receive any resultant RFP. This certification is above and beyond the requirements for security clearance and may be obtained by submitting a DD Form 2345 to DLSC. It is anticipated that only one source, Textron Defense Systems, Wilmington MA, developer of the SFW, can satisfy the Government's minimum needs for this unique weapon system. This contractual action is expected to be executed using ''Other Than Full and Open Competition'' procedures pursuant to FAR 6.302-1(a) (2) (ii) /see Number Note 22. The Request for Proposal (RFP) is anticipated to be released within 30 days of the date of this synopsis. This synopsis is for information and planning purposes only, and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the government. No collect calls or telephone request for this solicitation will be accepted. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition.
