Air Force Flight Test Center intends to release the Infrastructure and
Generic Test Capability (I>C) Request for Proposal (RFP),
F04611-94-R-0031 approximately 06 Feb 95. This acquisition will provide
an I>C system to upgrade the Avionics Test Integration Complex
(ATIC), a Government-furnished facility at Edwards AFB, CA. The I>C
will provide a data and message distribution network infrastructure
within existing facilities to interconnect the existing capabilities
coupled with a central command and control center to support both
integrated and independent testing of complete aircraft electronic
combat and avionics packages. The I>C will provide capabilities for
test and environmental data collection, automated analysis, and
visualization (presentations that promote effective operator
interaction), facilities diagnostics and health maintenance, and
facilities resource management. In addition, the I>C will provide an
RF environment exclusive of Radar Target Generators (RTGs) within the
Benefield Anechoic Facility (BAF) to simulate a representative combat
environment. The I>C architecture will provide standard interfaces
to allow connection to existing and future: (1) customer
system-specific equipment, (2) simulation and electronics laboratory
bench test facilities, and (3) incorporation of realistic
multi-spectral target simulators. The contractor will be required to
design, develop, fabricate, assemble, integrate, test, checkout, and
deliver the system. The contractor will provide system support for one
year following acceptance of the system. The I>C effort consists of
three (3) Phases. In Phase I the contractor(s) will develop a System
Segment Specification based on the Functional Requirements Document
(FRD) included in the RFP. Phase I will include a system Functional
Review following development of the functional baseline and a draft of
the allocated baseline. Phase II will encompass all activities
required to deliver and support the complete I>C system. Phase III
will consist of I>C support services for a period of one year after
the completion of Phase II. The Government intends to one or more
awards for Phase I of the I>C effort with a downselection to one
offeror at the completion of Phase I. Only one offeror will be chosen
to perform Phase II and Phase III of this acquisition. The
downselection will be based upon contract performance in Phase I and in
accordance with the criteria detailed in Section H of the RFP. Foreign
firms are advised that they will not be allowed to participate as
prime contractor. The Request for Proposal contains information subject
to export control and all parties requesting a copy of this RFP must
provide a copy of an approved DD 2345, Militarily Critical Technical
Data Agreement. In addition, the RFP will include under separate cover
a classified addendum. All interested offerors must have a Secret
clearance to receive the classified addendum. All offerors that have
previously requested a copy of the draft RFP dated 09 Sep 94, are
included on the source list and need not request a copy of the RFP. Any
offeror that has not previously requested placement on the source list,
must request, in writing, to be added to the source list. A request to
be added to the source list must include a copy of an approved DD
