Facilities Engineering Service Center, East Coast Detachment, proposes
to repair four platforms offshore North Carolina. A firm fixed price
type contract is contemplated. Contract award will be early in calendar
year 1995. The estimated cost range is between $500,000 and $1,000,000.
Plans and specifications are anticipated to be available by 1 March
1995. Completion of the repair effort is expected to be July 1995. The
work includes fabrication of small structural components, blasting and
repainting entire above water structure, offshore welding and cutting,
installation of boat bumber devices, and removal of gel batteries.
Mean low water depths ranges from 83 feet to 105 feet, with tidal
changes of approximately 4 feet. Distance from shore ranges from 15 to
30 miles. Each platform consists of a tripod jacket structure with a
superstructure up to 75 feet above the water surface. Each platform
supports a solar panel array, batteries and instrumentation. A
consideration for pre-qualification will be the Contractor's ability to
demonstrate prior successful completion of similar offshore repair work
of equal or greater complexity. The prequalification criteria
applicable to this procurement are as follows: (1) Experience in
performance of offshore painting and welding using advanced marine
paint systems, (2) Access to or availability of a jack-up work vessel
capable of operations in 110 feet of water, (3) Experience in
mobilization and logistics for remote operations sites, and (4)
Financial capability to finance a majority of the project costs.
Invitation for bids will only be issued to pre-qualified contractors.
Only pre-qualified contractors will be permitted to bid. Request for
pre-qualification questionnaire forms and project data packages must be
received no later than 7 February 1995, 3:00 p.m EST by: Offshore
