A -- PORTABLE, REUSABLE, INTEGRATED SOFTWARE MODULE (PRISM) PROGRAM -- NO TICE OF INTENT SOL F19628-92-C-0008 POC Donald W. Morgan, Contract Specialist, (617) 377-3858 Major Dale V. The Air Force Electronic Systems Center (ESC/ENK), Air Force Materiel Command (AFMC), intends to solicit and negotiate with only one source, Raytheon Company, 430 Boston Post Road, Wayland, MA 01778, pursuant to the authority of FAR 6.302-1 to accomodate an increase in the total number of labor hours established on the contract to meet current and projected requirements for the remaining period of the PRISM Progam through 23 DEC 1996. Raytheon Company, as one of the two incumbent PRISM Program prime contractors, has developed and obtained a team of highly skilled, experienced and knowledgeable personnel, plus unique facilities and processes which could not be obtained from another source without substantial duplication or cost to the Government. The intended contract modification will require the PRISM Program contractor to continue providing support in development/refinement of a Generic Command and Control System (GCCS) architecture, and Multi-Level Security (MLS) systems and programs, which supports evaluation by the Government of Commercial Off-The-Shelf (COTS), Government Furnished Equipment (GFE), Non-Developmental Items (NDI) hardware and software products, and reusable software technology to satisfy existing requirements of operational users. In addition, the contractor accomplishes Technology Prototyping and Software Engineering tasks to evolve rapid prototypes and implementation plans suitable for enabling the Government organization(s) to conduct competitive procurements for full system development and fielding. The PRISM Program requires contractors to have demonstrated expertise as follows: a) software and systems engineering at the Software Engineering Institute (SEI) CMM Level 3, or above; b) current Top Secret clearance; c) expertise in Ada language; d) Command and Control (C2) systems development, functions and design; e) Trusted Computing Systems and MLS systems; f) reusable software technology and development; g) information systems integration and ability to integrate new/modified C2 components into existing C2 systems; h) identify and qualify new reusable hardware and software components; i) human factors engineering concepts; and j) and rapid prototyping techniques. In addition, up to 95% of the work performed under the PRISM Program must be accomplished on-site at Hanscom AFB, MA within the existing PRISM Development Facilities. No solicitation document for this action currently exists. The Government will solicit those firms meeting the screening criteria in this synopsis. Any offeror initially judged to be unqualified will be provided a copy of the solicitation when it becomes available upon their request and that the offer from that firm will be evaluated without prejudice. Firms interested in subcontracting opportunities are encouraged to contact Raytheon Company, Equipment Division, directly. In the event a source other than the two incumbent PRISM Program prime contractors considers itself qualified, it must submit a qualification package addressing each of the factors described above in a format not to exceed fifteen (15) pages within thirty (30) days from the date of this synopsis. Such qualifications should be submitted directly to the contracting office, and will be used solely for the purpose of determining whether or not to conduct this procurement action on a competitive basis. Oral requests for a copy of the solicitation will not be accepted. A determination by the Government to not compete the proposed contract modifications on a full and open basis is solely within the discretion of the Government.
