U.S. Coast Guard on behalf of the Ship Structure Committee has a
research and development requirement to define a hull-response
monitoring system capable of measuring, recording and storing hull
girder stresses and their associated external loadings, and providing
real-time information to the operators as critical stress values are
approached or exceeded. It is anticipated that a cost reimbursement
contract will be awarded. The contract performance period will be
approximately 455 days. It is anticipated that the solicitation will be
issued on or about March 15, 1995. Your request for a copy of the
solicitation must be received in writing within 30 calendar days from
the date of publication of this notice. Written requests by sources
should represent themselves as a small or large business as defined by
SIC code 8711, Engineering and Naval Architecture with a size standard
of 13.5 million dollars average annual receipts. Requestors are asked
to supply a self addressed mailing label with their requests. Based
upon information available at the printing of this notice, a small
business set-aside is not anticipated for this R&D project. However,
small business sources who feel they can fulfill the above requirement
are requested to submit a written statement of capability (SOC). This
SOC shall address the items set forth in Note 25. No other notice will
be published until award is made. FOR MINORITY, WOMEN OWNED AND
DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
