Army is planning to acquire on an ''other than full and open
competitive basis'' a program entitled ''Modifications to Air
Dynamometer, Part Number 1427AS100-1.'' Two dynamometers will be
modified which are currently configured for testing the Navy's T64
helicopter engines. This acquisition will modify them to test the
Army's T53, T55 and T63 helicopter engines. For the most part, the
modifications will consist of shortening the rotor blade lengths and
installing a torque sensor. The modified dynamometers will be field
checked for proper operation and to collect operational data for
manufacturing of future dynamometers. The planned Contractor is
Northern Research Engineering Corporation (NREC). They own the data
rights to the dynamometer's torque sensor design and is the only source
for the technical data and tooling required to modify the air
dynamometers. Requests for this solicitation must be submitted in
writing to the above address. Requests from U.S. and Canadian firms
must include business size. Requests received by other means will not
