National Institute of Standards and Technology (NIST) intends to
negotiate on a sole source basis under the authority of 41 USC
253(c)(1) the services of Wizdom Systems, Inc., Naperville, IL. It is
anticipated that only Wizdom Systems can perform the Next Generation
Inspection System (NGIS) engineering study to develop Paradym-31
manufacturing systems for advanced inspection. Paradym-31 output must
be compatible with the Industry Standard Architecture (ISA) bus and
computers and components that can be purchased and integrated to build
a complete control system. Capabilities must include integration of
the multiple sensors currently in use in the NGIS project: laser range
sensor, 3-D analog touch probe, non-contact capacitance probe. All
three sensors use ISA bus cards for their signal processing and
interface to the control computer (called Sensor Interface Modules
''SIMs'' in the NGIS project). Paradym-31 enhanced functionality
includes system configuration of: operator interface for control
interaction and display of coordinate measuring machine (CMM) and
sensor status, trajectory control of a five axis CMM (3-axis arm plus
two axis wrist), part programming, servo control, sensor integration of
NGIS-style ''SIMs''. Required controller features are: data gathering
in real-time, data storage during part inspection and transfer to
external computer-based systems that may analyze the data, a technical
approach to synchronizing the reading of machine axis and sensor data.
Paradym-31 output must conform to NIST's Real- time Control System
(RCS) principles of control system architecture. Paradym-31
enhancements shall be capable of representing the architecture of the
NIST CMM control system. Interested offerors may identify their
interest and capability to respond to the requirements by submitting a
capability statement. The capability statement must provide adequate
information and qualifications to provide this type of service. All of
the above must be received for the Government to consider whether to
open this requirement for competition. This notice of intent is not a
requirement for competitive proposals. However, all ''capability
statements'' received within 45 days after date of preparation of this
synopsis will be considered by the Government. A solicitation is not
