ANALYZE CRITICAL PATH METHOD SCHEDULES FOR NAVY CRANES/CONSTRUCTION

The Government intends to issue a competitive Request For Proposal
(RFP) for Engineering and Technical Services to be awarded under an
Indefinite Quantity Type Contract with Firm Fixed-Price Delivery Orders
for a Network Analysis System to primarily analyze Critical Path Method
(CPM) Schedules, provide claims analysis and expert witness services
involving contractors performing under Navy Crane Center contracts for
the manufacture of various types of Navy cranes, such as portal,
floating and overhead traveling cranes of all capacities. The same type
of analysis may also be required under various NAVFAC NORTHDIV
construction contracts for sites or facilities, whether or not related
to crane manufacturing and site or facilities installation. The RFP
will use source selection procedures to determine a contract award on
the basis of the proposal that offers the best value to the Government;
Price, Technical and Other Factors considered. The solicitation will be
issued in the form of a 3.5 inch floppy disk, high density, double
sided, that may be used with IBM compatible computers. A hard copy of
the solicitation will only be provided if the requester indicates they
have no computer compatible equipment. There will only be a limited
number of hard copies of the solicitation available on a first come,
first serve basis. Offerors, in their responses to the RFP, must submit
the RFP signature page and all representations and certifications in a
hard copy format based on the legal requirements for an original
contractor signature that is binding on the Offeror. A signed original
shall also be submitted for the Certificate of Procurement Integrity.
Each Offeror shall submit three separate MF2HD diskettes for their
price proposal and four separate MF2HD diskettes for their technical
proposal and other factors. The SCOPE OF WORK for each delivery order
issued may involve one or all of the elements that are described
herein. The successful Offeror shall be capable of reviewing a Critical
Path Method (CPM) Schedule submitted by contractors for crane planning,
design, manufacturing and site construction activities and prepare and
provide comments on the proposed schedules as well as provide
recommendations to resolve any schedule problems. THE SUCCESSFUL
OFFEROR MAY NEED TO REVIEW CRANE TECHNICAL PROPOSALS, CATALOG CUTS, AND
FABRICATION DRAWINGS FOR COMPLIANCE WITH GOVERNMENT CONTRACT CPM
PROGRESS AND determine that the CPM Schedule complies with contract
delivery requirements and includes adequate planning, scheduling and
reporting during the execution of the work by the contractor; and that
adequate consideration has been included in the CPM Schedule for the
coordination of the work of the contractor within its' facility and
with all sucontractors, vendors and suppliers. The successful Offeror
shall assist the Government in evaluating the affect of any proposed
contract changes to the CPM Schedule and its' impact on the contract
delivery schedule as well as EVALUATE THE IMPACT ON THE CPM SCHEDULE
DUE TO ALLEGED CHARGES OF CHANGES FROM DIFFERING SITE CONDITIONS,
EXCESSIVE TESTING AND CONTRACTOR OR GOVERNMENT DELAYS. The successful
Offeror shall demonstrate their actual experience in performing Claims
Analysis that may arise under the various crane contracts as well as
their experience in representing the Government as an expert witness
should any claims issue come to trial. Experience shall also be
demonstrated in relation to site and building construction. The CPM
Schedule review and analysis shall as a MINIMUM be developed to the
major component level as DETERMINED BY THE SPECIFICATION. Each Offeror
should be able to demonstrate actual experience and knowledge in
understanding crane designs and specifications that allow it to analyze
the adequacy and validity of the planning and performance capabilities
represented in a Contractor's CPM Schedule. The successful Offeror
shall demonstrate its' knowledge and experience in using applicable
standards, BUILDING CODES, policies and regulations used for designing
cranes and similar structures. The initial term of the contract shall
be for 12 months, with an option for an additional 12 months. The
total contract amount will not exceed $500,000 in the initial 12 month
term of the contract, with NO DELIVERY ORDER EXCEEDING $200,000. The
guaranteed minimum contract amount of services ORDERED FOR THIS
CONTRACT SHALL BE $10,000. The contract will contain an option to
extend the term of the contract an additional 12 months at a not to
exceed dollar amount of $500,000. No minimum dollar amount per order
shall apply to the option requirement. This option is exercisable at
the discretion of the Government and only by the Contracting Officer.
Any award resulting from the RFP shall be based on the best value to
the Government; Price, Technical and Other Factors considered. Price,
Technical and Other Factors shall be evaluated on an equal basis.
Evaluation process shall be specifically defined in Sections L and M of
the solicitation. The Technical and Other Factors to be evaluated
consist of: (1) Technical Approach, which also includes the in-place
quality assurance plan and warranty policy from each Offeror, (2)
Management Plan, and (3) Corporate Experience. Delivery shall be FOB
Destination. This solicitation is issued on an unrestricted basis and
will not be Set-Aside. Therefore, all sources may submit a proposal.
