V -- OFFICER EDUCATION SYSTEM SCHOOLS SUPPORT SOL DAKF57-95-R-0012 DUE 030295 POC Contract Specialist Barbara Clark ext. 219 (206) 967-2151 (Site Code DAKF57) The Department of the Army proposes to enter into a firm fixed price contract to provide training facilities, recreational and administrative facilities, storage, lodging, support equipment, and food service for students, faculty, and staff operating the 6th USAR Component active duty phases of the Officer Education System courses. The instructors, curriculum, and course materials will be provide by the Government. The facilities must be located within the 6th US Army area consisting of Arizona, Idaho, California, Colorado, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The performance period for this project is one year and includes four option years. All requests for the solicitation must be in writing, telephonic offers not accepted. A limited number of copies of the solicitation will be reproduced and supplied to offerors on a first-come, first-served basis until supply is exhausted. The proposed procurement listed here is being considered for 100 percent set-aside for small disadvantaged business (SDB) concerns and 100 percent set-aside for small business (SB) concerns. Interested SDB and SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform and if a SDB provide a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB and SB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB and SB concerns. Small disadvantaged business concern means a small business concern that is at least 51 percent unconditionally owned by one or more individuals who are both socially and economically disadvantaged, or a publicly owned business that has at least 51 percent of its stock unconditionally owned by one or more socially and economically disadvantaged individuals and that has its management and daily business controlled by one or more such individuals. This term also means a small business concern that is at least 51 percent unconditionally owned by an economically disadvantaged Indian tribe or Native Hawaiian Organization, or publicly owned business that has at least 51 percent of its stock unconditionally owned by one of these entities, that has its management and daily business controlled by members of an economically disadvantaged Indian tribe or Native Hawaiian Organization, and that meets the requirements of 13 CFR 124. Socially disadvantaged means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged. Concern means any business entity organized for profit with a place of business located in the United States, including, but not limited to an individual, partnership, corporation, joint venture, association, or cooperative.
