Services in support of Naval Undersea Warfare Center Division, Keyport,
WA. Underwater ranges including, but not limited to Nanoose, in British
Columbia, Jervis Inlet and Dabob Bay in the State of WA, and Quinalt in
the Pacific Ocean, off the coast of Washington State. Services will
include Range Craft Operations, Maintenance and Repair of Range Craft,
Weapons and Targets Handling, Administrative, and Logistics support to
all ranges. NUWC Keyport Range Vessels are utilized to support the
on-range and off-range operations, including transiting to areas to
install temporary tracking ranges, launch and retrieval of
proof/exercise torpedoes, mobile targets, and other similar test
vehicles. Additionally, the vessels are used as electronics support
platforms, to transfer personnel and cargo to and from Range User
Vessels, and various range sites, to support remote operational
facilities, repair, and replacement. The larger range vessels are used
to support open ocean acoustic, environmental, geophysical,
oceanographic, and other RDT&E programs. The contract-type will be
Indefinite Delivery/Indefinite Quantity Cost Plus Award Fee (CPAF) with
both term and completion-type delivery order provisions. The contract
will be for a base year and four (4) one-year options. The estimated
Level of Effort for all years is 406,000 hours. The estimated period of
performance for the base year is 01 January 1996 thru 31 December 1996.
The evaluation for award will be made on a Technical/Cost Greatest
Value basis and all offerors will be required to submit technical
proposals in accordance with the solicitation requirements. Technical
factors include: Technical Understanding, Management Understanding,
Resource, and Corporate Experience. A SECRET Facility clearance and
safeguarding capability is required. The service Contract Act will
apply to the resultant contract. A pre-proposal conference will be held
at a time and place to be identified in the Solicitation. This effort
will be solicited on a 100% Small Business Set-Aside, with SIC code
4491 ($18.5 million). Notes 1 and 12 apply. All responsible sources may
