The Aeronautical Systems Center, B-2 System Program Office, is contemplating an award to General Electric Aircraft Engines, 1 Neumann Way, Cincinnati, OH 45215-6303 for fourteen (14) F118-GE-100 spare production engines. Based upon their demonstrated expertise and unique capability with the F118-GE-100 engine, the General Electric Company has been deemed the only responsible source capable of providing engines that will satisfy agency requirements, under the authority of 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii)(A), ''substantial duplication of cost to the government that is not expected to be recovered through competition'' and (B), ''unacceptable delays in fulfilling the agency's requirements.'' The period of performance for this effort will be 28 Feb 95 to 31 Dec 97. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
