install a turnkey air freight terminal extension (AFTE) at Hickam AFB
HI. The AFTE consists of single-pallet and dual-pallet storage
positions, a canopy extension, switching the existing single-pallet
transfer vehicle and dual-pallet transfer vehicle, integrating
refrigerated storage conveyor, safety walkways and handrails, two truck
levelers, a 463L gravity roller staging dock, the extension of runway
rails for the transfer vehicles, and upgrade of the transfer vehicles'
controls and a powered finger dock. The 463L pallets are 88 inches by
108 inches and can weigh up to 10,500 pounds. This project includes
all foundations, electrical work and site preparation inside and
outside the existing air freight terminal necessary to accommodate the
system. Please note that only those offerors who meet the following
experience qualification requirements will be considered for award:
Within the last seven years the offeror shall have installed at least
one air cargo system consisting of transfer vehicles and storage
conveyors both powered and nonpowered. The air cargo system shall have
handled air cargo unit loads weighing 10,000 pounds. The air cargo
system shall have interfaced directly with aircraft cargo
loaders/transporters. The offeror shall have been the prime contractor
for the air cargo system design and installation or the prime
subcontractor for the air system if the project was part of a larger
construction project. To demonstrate that a system has been successful,
is reliable and maintainable, the system the offeror uses to qualify
for this project must have been in operation a minimum of three years.
An Ombudsman has been established for this acquisition. The ONLY
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions and voice
concerns before resorting to use of the Ombudsman, Colonel Robert C.
