39 -- CARGO TRANSPORT LOADER SOURCES SOUGHT SYNOPSIS Contact Bruce Daniels, Source Development Analyst, Robins AFB, GA 31098-1600, 912-926-9025. This is a MARKET SURVEY to identify potential sources and determine product availability for a Cargo Transport Loader. This is not a presolicitation notice. This synopsis is for information and planning purpose only, and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the government. WR-ALC anticipates a competitive acquisition in early FY 96 for a self propelled cargo transport loader. Approximately 650 loaders will be required over the next ten years. The Cargo Transporter Loader should have a 25,000 pound capacity, and be capable of interfacing with all main deck and lower lobe cargo doors of all commercial and military cargo aircraft. For air transporting on C-130, C-141, C-5 and C-17 military aircraft, the loader should be capable of being driven on and off without ramp/cargo bay shoring. The loader will be utilized to move cargo from loading areas to the aircraft. The loader should be capable of obtaining speeds of at least 15 mph, and have the capacity to traverse paved asphalt, dirt and gravel surfaces covered by sand, rain, mud, sleet or snow. The deck of the loader should have a powered roller system, and be compatible with military 463LL pallets, type v platforms, LD containers, ISO containers and rolling stock, and have a deck height service range from 39 to 222 inches. The deck length as a minimum should be capable to accommodate three 463L pallets with the 108 dimenion traversing the deck width. Sources interested in participating in this survey will be furnished a Mission Need Statement (MNS) and a draft Operational Requirements Document (ORD). The MNS and ORD will aid potential sources in determining product availability. Considerations of product availability at this stage of planning for the requirement include a loader in full productiion, a production loader with modification, or developmental loade.. Large and small businesses are encouraged to participate. All requests must be received no later than twenty days from the date of this publication. U.S. contractors must provide a copy of their current approved DD Form 2345 with their request. Contractors may request DD Form 2345 Certification by contacting Defense Logistic Service Center, 1-800-352-3572. Acquisition of the Cargo Transport Loader may/does involve technology that has a military or space application. The extent of foreign participation has not yet been determined and the releasibility of information to a foreign source will be made on a case by case bases. (017)
