Officer: Mr. Alfred Bariatti. It is the intention of Walter Reed Army
Medical Center to negotiate on a sole source basis with Nicolet
Instrument Corporation for an Advanced Modecular Microanalysis and
Chemical Mapping System, which consists of a Fourier transform infrared
(FT-IR) spectrometer, visible/infrared microscope, and Windows-based
software combined with a scanning Infrared Microprobe package. It is
believed that Nicolet Instrument Corporation is the sole source for
this requirement under the authority of FAR 6.302-1 because of the
following essential requirments: The microscope must be fitted with
variable compensation Cassegrain objectives capable of compensating for
samples/substrates of varying thicknesses; the microscope must be
fitted with a rotatable nosepiece with positions for four objectives to
include one attenuated total reflection (ATR) objective suitable for
infrared spectroscopy, and one grazing-angle objective; the microscope
must be fitted with a side-port reflectance accessory for analyzing
specimens too large to fit on the conventional specimen stage; the
microspectrometer system must have a dual aperture system to optimize
data collection for specimens 50 microns or smaller; and the specimen
stage must be at least 2'' x 3'' and designed to be used as a mapping
stage that can be controlled manually and by the spectrometer's host
computer (under computer control, the step size for the mapping stage
must be at least 1 micrometer (1 micron) or better). Any competingfirm
that is able to provide the above requirements must provide sufficient
technical documentation to demonstrate that capability to the
Government, and may request a copy of Solicitation Number
