SYSTEMS USED FOR PROCESSING AND ANALYSIS OF SIGNAL INTELLIGENCE DATA

Intelligence Center (NAIC), Directorate of Data Exploitation
Wright-Patterson AFB, Ohio is contemplating a five year, single-award
contract to provide a quick reaction capability in the design,
fabrication, modification, and integration of electronic,
electro-optical, and electromechanical devices and/or systems used for
the processing and analysis of intelligence data. This is a resynopsis
of an effort synopsized in February of 1994. It is contemplated that
the Contractor maintain facilties within a fifty mile radius of NAIC in
order to permit rapid and economical exchange of technical information
and equipment. Potential sources must provide in their response to
this announcement the following information (1) Evidence of previous
experience in design, fabrication, modification, and integration of
anolog and digital systems used for the processing and analysis of
signal intelligence data including audio, communications, radar,
telemetry and video, (2) Evidence of previous experience in processing
and analysis of Electronic Intelligence (ELINT), Foreign
Instrumentation Signals Intelligence (FISINT), Laser Intelligence
(LASINT), Measurement Intelligence (MASINT), Open Source Intelligence
(OSINT), and Radar Intelligence (RADINT), (3) Evidence of previous
experience in design, development, and maintenance of processing and
analysis software in the ''C'' and ''FORTRAN'' programming languages,
(4) Evidence of general knowledge in the sciences and technologies of
communications, theory, electromechanics, electronics, electro-optics,
physics, scientific programming, signal processing, and system
networking, (5) Evidence of the ability to obtain TOP SECRET/SCI
personnel and facility in accordance with Industrial Security Manual
(DOD 5220.22M) by contract award, (6) Demonstrate the ability to
perform with existing in-house assets or capability, (7) Description of
Contractor's facilities for performing the work of this contract.. Any
offerors who submitted packages in response to 14 Feb 94 Synopsis,
need not resubmit packages. All responses will be evaluated against the
criteria listed in this announcement. Limit responses to 15 pages or
less. Foreign participation on this contract is not authorized. Sources
are requested to submit their responses within 15 days after
publication of this announcement. All respondents shall indicate
whether they are large or small business in relation to SIC Code 8711,
size standard $20 M (The Government reserves the option to set this
acquisition aside for small business. An Ombudsman has been established
for this acquisition. The only purpose of the Ombudsman is to receive
and communicate serious concerns from potential offerors, when an
offeror prefers not to use established channels to communicate his
concerns during the proposal development phase of this acquisition.
