Jan 95 and Full Proposals are due by 31 Mar 95. All other information
in Part I remains unchanged. PART II EVALUATION CRITERIA AND FUNDING
SECTION is amended as follows: Proposal abstracts and full proposals
will not be evaluated against each other since they are not submitted
in accordance with a common work statement. Evaluation of proposal
abstracts and full proposals will be accomplished through a technical
review of each proposal using the following criteria which are listed
in descending order of relative importance: * Magnitude of
Technological/Programmatic Contribution to MHDL
Implementation/Deployment and Feasibility of Success * Business Plan
and Previous Experience (Track Record) of Offeror in Producing CAD
Products * Experience and Educational Background of Personnel to be
Assigned to Project in Developing Microwave/Analog CAD Products *
Offeror;s Role or Future Role in Development and Adoption of Industry
Wide Standards and Standard Formats * Cost Realism * Availability of
Less Restrictive Data Rights. NOTE: Data Rights Issues will be
considered only in areas where Commercialization of Results does not
directly apply. Submission Process is amended as follows: Proposers are
strongly encouraged to submit a proposal abstract in advance of full
proposals. This procedure is intended to minimize unnecessary effort in
proposal preparation and review. Abstracts are limited to a length of
10 pages. An original and sixteen (16) copies of the proposal abstract
must be submitted to the addresses shown below on or before 4:00 P.M.,
January 30, 1995 in accordance with the number of copies specified for
each site. Proposal abstracts received after this date may not be
reviewed. ARL will assign a control number which will be used in
subsequent correspondence and an acknowledgment will be sent via Email
or Fax upon receipt of the original abstract at ARL. ARPA and the
tri-services will review and respond to proposal abstracts on or about
February 21, 1995. There is no specific format for abstracts, but the
technical abstract review will be conducted in accordance with the
evaluation factors previously cited. Regardless of any recommendation,
the decision to propose is the responsibility of the proposer. All
submitted proposals will be fully reviewed regardless of the
disposition of the proposal abstract. Full proposals will be due on or
before 4:00 P.M., March 31, 1995 and will have priority over those
arriving later. Full proposals must be submitted in the same quantity
and locations as specified for abstracts. Full proposals not meeting
the format described below may not be reviewed. Proposals and proposal
abstracts may not be submitted by fax or e-mail; any so sent will be
disregarded. Restrictive notices not withstanding, proposals may be
handled, for administrative purposes only, by a support contractor.
This support contractor is prohibited from competition in
ARPA/tri-service technical research and is bound by appropriate
non-disclosure requirements. The Government reserves the right to
select for award all, some, or none of the proposals received. All
responsible sources capable of satisfying the Government's needs may
submit a proposal which shall be considered. Historically Black
Colleges and Universities (HBCU) and Minority Institutions (MI) are
encouraged to submit proposals and join others in submitting proposals;
however, no portion of this BAA will be set aside for HBCU and MI
participation due to the impracticality of reserving discrete or
severable areas of research. All administrative correspondence and
questions on this solicitation, including requests for information on
how to submit a proposal abstract or proposal to this BAA, should be
directed to the administrative address below; e-mail or fax is
preferred. Electronic mail and/or fax correspondence may be used in
regard to this BAA; however, proposals and proposal abstracts may not
be submitted by fax or e-mail (any so sent will be disregarded).

PART II Remains unchanged. PART III PROPOSAL FORMAT, VOLUME 2, COST
PROPOSAL is amended as follows: (no page limit}, shall be submitted in
accordance with Standard Form 1411 (SF1411) and contain a one page
cost summary and detailed cost information. A cost breakdown to the
level of major tasks and equipment for the entire contract and for each
contract year shall be provided. Where the effort consists of multiple
portions which could reasonably be partitioned for purposes of
funding, these should be identified as contract options with separate
cost estimates for each. Details of any cost sharing should be
included. A complete and signed copy of Standard Form 1411 (SF1411)
Contract Pricing Proposal Cover Sheet shall be submitted with the cost
proposal. When cost of money is being proposed, the offeror is
required to submit a DD Form 1861. The breakdown of cost data shall
include all costs expected to be incurred under the contract. All
details, broken down by cost element, are to be prepared for each major
task along with supporting rationale. All cost details shall be broken
down to coincide with the offeror's accounting periods as related to
the specific period of performance as indicated in proposed milestone
charts. The cost proposal shall include all supporting information
including, but not limited to: breakdown of labor hours by category,
materials (vendor quotes or method of establishing cost), travel,
direct and indirect costs. Prime contractors are responsible for
insuring that all proposed subcontracts in excess of $100,000 are
supported by an executed SF 1411. All other information in PART III
