Subcontracts Section (303) 275-3173. The U.S. Department of Energy
(DOE) through its National Renewable Energy Laboratory (NREL) plans to
issue a Request for Proposals (RFP) for designing, fabricating, and
atmospheric testing new 12 to 21 meter blades using NREL's thick
airfoils. The principal objective of this solicitation is to develop
low-cost, long-life, superior performing blades for utility class,
three-bladed wind turbines with a generator rating in the range of
250-600 kW. It is also desirable, but not necessary, that the blade
design be applicable to one or more turbine manufacturers. Based on the
availability of funds, one or perhaps two $100K awards are anticipated
the first year to cover annapplicationsand requirements survey along
with the aerodynamic and structural design of the award is anticipated.
Upon the successful completion of the first year effort, an additional
$300K per award is anticipated to support fabrication of tooling along
with four (4) blades for structural and atmospheric testing. A minimum
of 30% cost sharing is expected for each subcontract. The solicitation
issuance date is expected to be around February 24, 1995. Interested

publication of this announcement to Mr. Williams L. Algiene at the
