COMMERCE BUSINESS DAILY ISSUE OF JANUARY 23,1995 PSA#1267Tennessee Valley Authority Resource Group Contracts, 5A Edney Building
1101 Market Street Chattanooga TN 37402-2801 B -- DEMONSTRATION OF TECHNICAL, ECONOMIC AND ENVIRONMENTAL BENEFITS
OF WET ELECTROSTATIC PRECIPITATORS ON A CYCLONE BOILER/WET LIMESTONE
SCRUBBER SOL RFP 95-93746V DUE 030995 POC Senior Contract Negotiator:
Donald E. Baker Phone: (615) 751-6086 Fax Number: (615) 751-4948 The
Tennessee Valley Authority (TVA) intends to enter into a cofunded
contract to obtain the following by Cost Shared Cooperative Agreement:
A Selective Non-Catalytic Reduction (SNCR) source is needed to design,
supply the process equipment, install, operate, and dismantle a
temporary pilot scale SNCR demonstration project of wet electrostatic
precipitators (WESP) on a cyclone furnace/wet limestone flue gas
desulfurization (FGD) scrubber power generation station. The selected
source will supply the necessary pilot scale test installation
equipment embodying the most recent technology in the field and
providing flexibility for further demonstrations. SNCR has not been
proven in commercial operation to date on large cyclone or cell burner
boilers such as those at TVA. The demonstration will enable TVA to
determine performance and material requirements for a potential full
scale demonstration of the technology. The selected source will be
expected to make a substantial cost shared contribution to prove the
utility of this scale of this technology. The purpose of the proposed
pilot-scale SNCR demonstration test is to establish the viability of
SNCR as a cost effective NOx reduction option. Reduction of opacity,
fine particulates and hazardous air pollutants will be included in the
demonstration evaluations. It is anticipated that the Department of
Energy and the Electric Power Research Institute will participate in
the project. Onsite testing and laboratory evaluations will be
performed by a field research testing company to be named by TVA.
Minimum Qualifications: Previous experience in WESP technology, design,
and fabrication and application of pilot scale test results to support
a potential full scale demonstration. The solicitations will issue
approximately 15 days after date of CBD publication. Technical data
will be furnished with solicitation. Performance period: Award date
(estimated April 1, 1995 with delivery of test equipment to TVA
location by July 1, 1995) to March 31, 1996. Request for solicitation
must be in writing and sent or faxed to Donald E. Baker, Senior
Contract Negotiator, Tennessee Valley Authority, 1101 Market Street, 5A
Edney Building, Chattanooga, TN 37402-2801, or faxed to (615) 751-4948.
