This acquisition is a total small business set-aside. The Internal Revenue Service requires a complete range of Architectural Engineering Services to assist the National Office, Martinsburg Computing Center and approximately thirty (30) other small satellite locations within the Washington Metropolitan area with accomplishing a wide variety of construction and engineering services. These services will be to produce complete design packages which will be issued in the form of delivery orders, for projects ranging from $1,000 to $1,000,000 and larger in construction costs. These designs may include, but not be limited to, complex designs and engineering calculations, reviews and evaluations in the fields of plumbing, electrical, mechanical, structural, fire protection and space design. Additional services may also include construction inspection, submittal inspections and review evaluations, and construction management of large and small projects. Delivery orders will involve a close and often daily interaction with IRS personnel, other A-E firms, builders, developers, contractors and will require coordination and cooperation with GSA and their lessors. This contract will be a one-year indefinite delivery, indefinite quantity fixed price contract with four (4) one-year renewal options, for a total of sixty (60) months. The maximum to be obligated in each of the fiscal years will be $900,000.00, making the maximum value of this contract $4,500,000.00 over its life. Qualified firms will be evaluated using the following criteria: a. Previous and present Government A-E experience; b. Number of Architects and Engineers that are full time employees of your firm or company; c. Geographical location to Washington D.C. in miles.
