Contracting Officer. The MC-130H Contracting Division (ASC/LUMK) at
Headquarters Aeronautical Systems Center, Wright-Patterson Air Force
Base, Ohio intends to issue a Request For Proposal and Statement of
Work for sustainment and logistics support of the MC-130H weapon system
for a 2 year period starting 1 September 1995 with two (2) follow on
priced options of one year each. The intent of this support, which is
a prospective acquisition from Loral Federal Systems, Owego, NY,
(LFS-O), is to procure the engineering and management staff necessary
to perform analyses and investigations to resolve MC-130H operational
problems in a timely manner, assess application of technological
enhancements to the weapon system, prepare Engineering Change Proposals
(ECPs), and maintain applicable documentation and databases. All work
will support, and be performed under management of, the MC-130H Depot,
Headquarters Warner Robins Air Logistics Center (WR-ALC)., Robins AFB,
GA. The successful contractor must have detailed knowledge of the
MC-130H weapon system operation and design configuration, manufacturing
processes, integration of avionics into the aircraft, maintenance and
repair support procedures for all levels of support and support
equipment and knowledge of the MC-130H Integrated Logistics Support
Program. Interested contractors shall respond in writing and include
the following: 1.) identify key management and program personnel with
a resume of their previous experience, 2.) identify existing and
previous Operations & Support experience for high technology aircraft,
and 3.) present evidence of access to data concerning CT-II system
peculiar airframe modifications, support equipment and tooling. The
purpose of this R&D Sources Sought announcement is to perform a market
survey. It is not a request for proposal. Only responses producing
adequate information will be considered. Firms responding should
indicate whether they are, or are not, a socially and economically
disadvantaged business and whether they are a woman owned business.
Respondees shall include their assigned Commercial and Government
Entity code (i.e., Federal Supply Code for Manufacturers, a five digit
code assigned by the Commander, Defense Logistics Service Center,
Attn.: DLSC-FBA, Federal Center Battle Creek, MI, Reference DOD
5000.12M). In your response, information is required as to whether your
firm is considered a small business. For this item, the general
definition be used to determine whether your firm is small is as
follows: A small business concern is a concern that is independently
owned and operated, and is not a dominant in the field of operation in
which it is bidding on Government contracts. For this procurement the
SIC code is 8711 with an average gross income of $13.5 million.
Concern means any business entity organization for profit with a place
of business in the Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint ventures,
association, or cooperation. The Air Force reserves the right to
consider a small business set aside based upon responses hereto. An
Ombudsman has been established for this acquisition . The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information pose questions, and voice concerns
before resorting to the use of the Ombudsman. Potential offerors are
