General Services Administration (GSA) intends to modify contract
GSOOK94AFD2465 with Biospherics, Inc. for operation of the nationwide
Federal Information Center (FIC) by adding a requirement which calls
for distribution of the Consumer Information Center Catalog. In
providing this service the Contractor will stock and distribute the
Catalog. The Contractor may request sample copies of the free items
mentioned in the Catalog for use as references. The Government will
establish a separate toll-free number for callers to request copies of
the Catalog. The Government will also provide postal supplies for use
in mailing the Catalogs. Callers who request items mentioned in the
Catalog will be sent a copy of the Catalog with guidance on ordering
the document. If the item is available more easily or more economically
from another source, the Contractor may also order the document from
that source for the callers or instruct them how to order the item. The
FIC Contractor will home the toll-free telephone number to a separate
set of telephones to be answered during normal working hours with a
standards greeting to be provided by the Contracting Officer's
Technical Representative (COTR). At the direction of the COTR, the
Contractor's afternoon hours' recording (also to be provided by the
COTR) will ask callers to call back during the FIC work hours or to
leave their name and address. The Contractor will mail out the Catalogs
on a daily basis but, if a cheaper postage rate can be obtained by
mailing out a large quantity, individual requests may be held for up to
a week before mailing. Callers who request documents available through
the Catalog but on stock in the FIC may be sent a copy of the document
with the Catalog. Callers who ask about Federal matters unrelated to
the Catalog will be referred to the FIC number appropriate for their
geographical area. The Contractor will compile a listing of the names
and addresses of the individuals who have requested the Catalog. This
listing will be provided in an electronic format on a monthly basis to
the COTR. The Contractor will include in the FIC monthly report an
item that states the number of Catlogs that have been mailed and the
number of phone calls received. The Contractor will respond to a
minimum of ninety (90) percent of offered calls. The period of
performance of this action will be from date of award through Sepember
30, 1995, with three (3) one-year options. See Numbered Note 22.
