Lyles, HCP-30-A, (202) 366-4229 The Federal Highway Administration (FHWA) intends to negotiate a sole-source contract with the National Academy of Sciences (NAS) for a workshop on unconventional concrete technologies. This sole- source procurement with the NAS is being conducted under the Federal Acquisition Regulation Part 6.302-3, Industrial mobilization; or engineering, developmental or research capability. On May 18, 1990, the FHWA determined that it was in the best interest of the Government to maintain an essential engineering research and development capability to meet its needs in the area of highway research and technology transfer. This determination further states that the FHWA will negotiate a number of contracts with the NAS on a noncompetitive basis as described in the Class Determination and Findings (D&F) DTFH61-CDF-90-1. This sole source contract with the NAS meets the requirements cited in D&F DTFH61-C DF-90-1. No solicitations are available, this is merely a notice of the intent of the FHWA to negotiate a sole-source contract with the NAS. See Numbered Note 22. (0019)
