Solicitation: The Iowa National Guard wishes to contract for Upgrading the Base Electrical System. The Project will be located at the Iowa Air National Guard Base, Des Moines International Airport, Des Moines, Iowa. The contractor shall follow the plans and specifications to remove the existing aboveground 4,160V electrical distribution system and replace with underground 13,200V system at the Des Moines, Iowa Air National Guard Base. The work includes, but is not limited to, installation of cables, ductbank, conduit, pull boxes, ground rods, manholes and transformers. The project also includes trenching, cut and patching pavement and system testing. The estimated construction cost of this project is $500,000 to $1,000,000. The IFB packet will be issued under solicitation number DAHA13-95-B-0004. The estimated completion time is 120 days. Interested concerns should as early as possible but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor on the project, evidence of capability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and if appropriate a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. The Contracting Officer will utilize the information received to make a decision to issue this solicitation as set-aside for Small Disadvantaged Business (SDB) or as ``UNRESTRICTED'' without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business, or 8(a). The Standard Industrial Classification (SIC) Code is 1731. The applicable small business size standard including affiliates is no more than $7 Million average annual revenue for the previous three years.
