Air Systems Command (NAVAIR) plans to issue orders on behalf of the
Kuwait Air Force under Basic Ordering Agreement N00019-91-G-0140 for
the following supplies and services: (a) non-recurring engineering,
technical data, technical directives, interim support spares,
training/training equipment, support equipment, production prototyping,
validation of retrofit kits and (b) retrofit change kits and
installation effort required to incorporate approved Engineering Change
Proposals (ECPs). The supplies and services are associated with the
following system ECPs: Retrofit IFEI Enhancements in KAF Aircraft,
Deployable Flight Incident Recorder Set (DFIRS) (SE only),
Incorporation of 91 () Series Operational Flight Programs (SE only),
AN/ASM-686 Intermediate Avionics Test Set SE Enhancements, and FLIR
Power Supply Cutoff Circuit (SE only). NAVAIR intends to negotiate with
McDonnell Douglas Aerospace (MDA), P.O. Box 516, St. Louis, Missouri
63166-0516. As sole designer, developer, and manufacturer of the F/A-18
aircraft, MDA is the only firm possessing the technical knowledge,
expertise, and detailed familiarity with the design and modifications
of the F/A-18 that is required to provide NAVAIR with timely
development and integration of the required services and supplies. See
