70 -- VAX-BASED CHEMICAL INFORMATION MANAGEMENT SYSTEM SOL 213-95-0003 POC Frantz-Yvans Richard tel: 301/443-7077/Marie Sunday, Contracting Officer, 301-443-7081 The Pubilc Health Service, Food and Drug Administration, Center for Drug Evaluation and Research (CDER), has a requirement for the purchase of a commercial off-the-shelf multi-user Chemical Information Management System (CIMS), to include installation, technical assistance, training and maintenance. The CIMS shall provide a simple mechanism to exchange chemical structures and data with an existing CDER Chembase System and also be capable of creating CDER proprietary chemical structure databases, i.e., in-house CDER chemical structural database using the purchased CIMS. The CIMS shall run on CDER's existing Digital Equipment Corporation, VAX/MVS cluster of minicomputers and shall be accessible from any Division in CDER. The system shall be able to link chemical structures, basic chemical data and data stored in CDER's Oracle relational databases. The system shall have the following functional capabilities: 1) be able to store chemical structures and related data; 2) be able to perform structure and substructure searches by user input of structure and data search queries; 3) be able to create customized applications for the automated access and management of data; 4) be able to interface with CDER's ORACLE relational database; 5) be able to perform similarity searching; 6) be able to store and search for complex molecules like polymers, mixtures and formulations; and 7) be able to expand (to include the storage and searching of 3D models of compounds). The system shall allow users to input and retrieve data by using the chemical structure or related data without the use of special codes or descriptors; provide a security system for controlled access to the database; and have a published file format that can be used to import and export chemical structures and data to and from other third party systems. The Government anticipates award of a one year contract. The Request for Proposal is anticipated for release by the end of February 1995.
