70 -- NETWORK ANALYSIS/PROTOCOL DECODER EQUIPMENT POC Joanne Tarr tel: (410) 965-9474 The Social Security Administration is attempting to identify vendors that can provide commercial off-the-shelf software products and subsequent support for at least five (5) years, which are functionally equivalent to the following SAS Institute software products: Base SAS, SAS/Graph, SAS/Stat, SAS/FSP, SAS/IML, SAS/ACCESS to PC File Formats, SAS/ACCESS to ODBCs, SAS/AF, SAS/Assist, SAS/Insight, SAS/CALC, SAS/English, SAS/EIS, SAS/ETS, SAS/GIS, SAS/OR, SAS/QC, SAS/Share, SAS/Spectraview, SAS/Connect, SAS/LAB, SAS/Toolkit, SAS/Tutor. The SAS Software requirements include enterprise-wide information storage and retrieval; data modification and programming; report writing; statistical analysis; file handling and maintenance; color graphics; and full screen editing. Compatibility with existing SAS mainframe and personal computer (PC) data files is required. Data conversion shall not be necessary when utilizing one or more of the above listed modules or their functional equivalent. All modules must work in an integrated fashion and run using the same features and conventions. The modules must have the capability to easily upload and download data files from mainframes to PCs and back. The software shall contain a computer based training module. Reports on the status and contents of the system file must be easily obtained. The software shall have the capability to modify data. The software shall be able to compile program statements that perform standard operations such as creating new variables, accumulating totals, and detecting and correcting errors. The report writing features of the system shall be very flexible. In addition to creating preformatted reports, the system's user shall be able to program his own uniquely styled reports. The software shall provide all the standard statistical capabilities such as descriptive statistics, auto regressive integrated moving average (ARIMA), regression analysis, analysis of variance on unbalanced data using virtually any design, categorical data analysis, multivariate analysis, discriminant analysis, factor analysis, and cluster analysis. The software shall also have the capability to handle any nonstandard statistical analysis as long as it can be expressed in traditional matrix notation. The file handling capabilities of the system shall be extensive. Sorting, editing, subsetting, concatenating, merging, and updating data sets must be handled with ease. Online editing and querying of system files shall be possible. The software shall be able to process multiple input files simultaneously and write multiple output files in one pass of the data. The software shall have color graphics capabilities that include producing bar charts, pie charts, star charts, 2 and 3 dimensional block charts, graphs, plots, contour plots, three-dimensional plots, and maps (U.S. and world). The software shall support virtually any device driver. The software shall provide interactive menu-driven facilities for data entry, editing, and retrieval. The software shall have the capability to browse and edit the contents of a system file, enter data into existing system files, crfeate new system files, browse the contents of external files, and build and customize end-user applications. The software must be operationally similar across the DOS and Windows platforms including mainframe and PC. The software must be able to provide high resolution trending graphics. The software must have integrated graphics support on the mainframe and PC platforms. The software must provide integrated data entry tools. The software must provide integrated and extensive data management tools on all platforms (Mainframe, UNIX, PC). The software must be able to run existing applications without conversion. The software must be able to access existing applications in a client/server fashion incorporating the mainframe, UNIX and/or PC. The vendor must provide on-site and off-site instructor based training. The vendor must provide direct telephone technical support. The vendor must provide online bulletin board support. These software products will be installed on IBM PCs or compatibles located in the Baltimore/Washington area. Vendors capable of providing the software products with the above characteristics are invited to submit complete information, product descriptions, pricing, brochures, and GSA schedules (if applicable) about their product. The responses must clearly state the leadtime required to provide the necessary license upon receipt of any resulting contract action. In addition, responses should also include details regarding training users in the use of the offered software product. Interested parties must respond to this notice in writing within 15 calendar days from the date of this publication. PLEASE REFER TO PCSAS.JT. This is a request for product information only, not a Request for Proposal (RFP). No contract award will be made on the basis of responses received; however, this information will be used in SSA's assessment of capable sources.
