A -- UPDATE ON PUBLIC REQUEST FOR TECHNICAL INFORMATION ON AIR FORCE TECHNOLOGY AREA PLANNING (TAP) IN SUPPORT OF AIR FORCE SPACE MISSION POC Bob Peach/PL/XPI (505) 846-1685. IMPORTANT UPDATE on Public Request for Technical Information on Air Force Technology Area Planning (TAP) in support of Mission Area Plans (MAP). Phillips Laboratory invites interested representatives from aerospace and related industry to join us in support of TAP and MAP planning for FY 96. Information provided will form the basis of government space concept and technology recommendations for inclusion in the Air Force Science and Technologies Program Objective Memoranda (POM), AFSPC MAP, AFSPC modernization planning and AFSPC POM. Based on FY 94 Reverse Industry Days ~lessons learned~, we are requesting industry to be a part of the FY 96 planning cycle under slightly different rules. PLEASE READ THIS ANNOUNCEMENT VERY CAREFULLY. Reverse Industry Days held June to August 1994 was successful in allowing active participation by industry in the MAP and TAP planning processes. We will continue to solicit active industry input into the FY 96 MAP and TAP planning under slightly different rules. Industry input must be fully integrated into our annual USAF Laboratory planning process and input must support specific MAP deficiencies. To accomplish this goal the Reverse Industry Days process is being realigned into the normal annual MAP and TAP planning cycle. To learn the direction we are going in space and other laboratory pursuits, industry can attend the Strategic Opportunities Review (SOR) on January 26-27, 1995. Only selected contractors will be invited for return briefings to us on 23-24 February during the Industry Recommendation Review (IRR). All of industry will be invited to the Briefing For Industry (BFI) in Early August 1995 to learn contracting opportunities as a result of this planning process. In summary, what was formerly Reverse Industry Days Part I (Lab briefings to Industry) is being replaced by the SOR 26-27 January, 1995. Reverse Industry Days Part II (Industry briefings to the Lab) is being replaced by the IRR on 23-24 February 1995. The BFI in Early August 1995 will provide insight into new government procurement activity. In this way the concept of Reverse Industry Days can better support the annual MAP and TAP planning process. In order to best utilize our resources and yours, WE MUST ONLY CONSIDER RECOMMENDATIONS WHICH ADDRESS SPECIFIC MAP DEFICIENCIES WITH SPECIFIC TECHNOLOGICAL SOLUTIONS. This will be done by screening white papers. It was observed that Reverse Industry Days Part II contained many good recommendations on improving the MAP process with several industry recommendations ''on target'' in addressing specific MAP deficiencies. However, many briefers from industry did not fully understand that we needed SPECIFIC ENGINEERING TECHNOLOGY SOLUTIONS to SPECIFIC MAP DEFICIENCIES. The result was a number of marketing oriented briefings and briefings on current projects under contract. For this reason, consideration for an invitation to the IRR on 23-24 February will ONLY be extended to contractors whose ideas are first presented in white paper format 15 days after the SOR. Since the white paper will be the sole basis for invitation to the IRR, its importance becomes obvious. For NEW CONCEPTS AND THEIR ASSOCIATED TECHNOLOGIES, we request that contractors provide a new concept report within 30 days after the SOR. If needed, an additional briefing will be requested. Format and content of the technology white paper and the new concept report will be explained further at the SOR. It is anticipated that all submissions for new concepts and technologies should include basic information such as a detailed description, the relevance to deficiencies, estimated performance capabilities, assumptions used, developmental and production costs, associated risks, and schedule. The Strategic Opportunities Review (SOR) originally scheduled for December 5-7, 1994 has now been rescheduled for 26-27 January, 1995. The location will be the East Movie Theater on Kirtland Air Force Base East side Building 20225 (1st and ''G'' Streets). At the SOR, USER AND MAJOR COMMAND PLANNERS will present and distribute the mission area deficiencies, solution requirements, background information and description of the concept/technology need. Air Force planners and industry representatives will be given the opportunity to question briefers to assure complete understanding of deficiencies and requirements. For this reason, it is highly recommended your company representatives be working engineers and scientists familiar with advanced space technology and related areas. On February 23-24, 1995, we will host the Industry Recommendation Review (IRR). At the IRR selected companies will have the opportunity to present technology solutions that specifically address SOR-briefed user requirements and deficiencies thus providing input to the annual TAP and MAP cycles. To insure that IRR presentations address specific deficiencies, contractor IRR recommendations should be submitted in white paper format within 15 days after conclusion of the SOR for consideration. The actual cutoff date of white papers will be announced at the SOR. PL Directors will review and select those contractor recommendations on which they wish to receive more information. Priority will be given to those recommendations which specifically address the MAP deficiencies briefed during the SOR while providing relevant technology solutions. A sample IRR format and content description will be made available at the SOR conference. Additionally, contractors might be asked to present additional briefings and/or provide additional information to government technical and planning personnel through follow-up meetings. Respondents are cautioned that only contracting officers are legally authorized to commit Government resources. This is a request for information only, NOT A REQUEST FOR PROPOSAL, and as such does not commit the Government to pay for preparation costs. Contractors are advised that no contract will be awarded solely on the basis of a response hereto or of any follow-up information subsequently submitted. The Government does not intend to award a contract on the basis of this request for information or otherwise pay for the information. There is absolutely NO GUARANTEE that any IRR contractor recommendation will be accepted or funded. THIS IS A PLANNING PROCESS NOT A PROCUREMENT PROCESS AND IN NO WAY IS TO BE CONSTRUED AS A SOLICITATION. Since the SOR is now in the East Theater we can expand attendance. However, we still request that each contractor try to limit participation to no more than three qualified personnel. Those previously registered for the 5-7 December or 4-6 January SOR dates must ensure they have a valid security clearance/visit request in our office by 20 January, 1995. If your previous request covers the new dates of 26-27 January, 1995, a new clearance/visit request is not necessary. In any case, we do ask that you reconfirm your intent to attend by simply sending us a FAX, E-Mail, or letter to that effect. If this is your initial request to attend the SOR please FAX your nominees name, FAX and Voice phone numbers, complete company address, complete clearance information from your security department(personnel and storage facility clearance), company position, and a copy of your companies DD Form 2345, ''Military Critical Technical Data Agreement''. The DD Form 2345 is your agreement with the Department of Defense to control military critical technology. GOVERNMENT PERSONNEL ONLY should contact LtCol. John M. Those parties desiring copies of classified information to be distributed at the conference, should identify the person authorized to carry classified (with clearance level) and submit a standard courier letter so that data packages may be prepared in advance. Please be advised that due to the large numbers of attendees anticipated, it will be quite difficult and time consuming to accommodate any real-time new requests for this data or changes in authorized courier at the conference. Again, it is HIGHLY RECOMMENDED your representatives be working engineers or scientists as these persons will know your companies technology and research strengths while being best able to assess the MAP deficiencies. These personnel should be in a position to advise your company on how to PROPERLY PREPARE A RELEVANT WHITE PAPER AND IRR RECOMMENDATION. Copies of SOR briefings will be made available ONLY to those who are pre-registered by 20 January, 1995. No person will be allowed in the door unless their security department has furnished a complete visit request and a complete security clearance by 20 January, 1995 as THE ENTIRE SOR IS A CLASSIFIED MEETING (SECRET/NOFORN/WNINTEL). All attendees must be U.S. citizens, and possess a SECRET (or higher) clearance. Attendees will be briefed on security handling procedures for NOFORN/WNINTEL and will also be required to sign the proper documentation. All SOR briefing slides will be printed and made available to pre-registered contractors. Classified mission area deficiencies will also be provided. Any classified slides must be obtained directly from the individual briefer. Names and phones of briefers will be available. Briefers include planners from Phillips Laboratory (PL), Space and Missile Systems Center (SMC), and Air Force Space Command (AFSPC). Again, to guarantee registration it is imperative that you pre-register with Mr. Peach by 20 January, 1995. Upon arrival in Albuquerque on Wednesday, 25 January, pre- registered persons may pick up their badge at Phillips Laboratory Building 414 visitors area from 1200 to 1800 hours or at the Truman Gate Guard shack (On Gibson just West of San Mateo Blvd.) from 1830 to 2030. A list of all persons pre-registered will be given to all Kirtland AFB gates where you can obtain a special SOR vehicle pass so you can avoid delays entering the gate early Thursday morning, 26 January. We highly recommend pick-up of materials immediately upon your arrival in Albuquerque to assist us in a timely registration process the morning of January 26th. Refreshments will be available at $5 per day payable on the first day (Please indicate with your registration which days you would like refreshments so that we may assure an adequate supply). We apologize in advance for any inconvenience the date changes may have caused anyone. Please know that we have given our best effort to keep everyone informed.
