INSTRUCTIONS (1) GENERAL INSTRUCTIONS: Offerors should apply the
restrictive notice prescribed in the provision at FAR 52.215-12,
Restriction on Disclosure and Use of Data, to trade secrets or
privileged commercial and financial information contained in their
proposals. Proposal questions should be directed to one of the points
of contact listed elsewhere herein. Offerors should consider
instructions contained in the WL PRDA and BAA Guide for Industry
referenced in Section A of this announcement. Technical and cost
proposals, submitted in separate volumes are required and must be valid
for 180 days. Proposals must reference the above PRDA number. One hard
copy of both the technical and the cost proposals shall be provided.
In addition to the hard copies, 6 copies of the full proposals, both
technical and cost, are required to be submitted on 3 1/2 inch
Macintosh compatible and/or DOS compatible floppy disks in MS Word
format, version 5.0 for Macintosh, or Word for Windows version 2.0 for
DOS, one proposal per disk. Companies, other than small businesses,
submitting proposals greater $500,000, shall submit a Small and Small
Disadvantaged Business Subcontracting Plan with their proposal. This
plan shall be constructed in accordance with FAR 52.219-9 and the
applicable supplements. All responsible sources may submit a proposal
which shall be considered against the criteria set forth herein.
Offerors are advised that only contracting officers are legally
authorized to contractually bind or otherwise commit the government.
(2) TECHNICAL PROPOSALS: The technical proposal shall include a
discussion of the nature and scope of the research and the technical
approach. Additional information on prior work in this area,
descriptions of available equipment, data and facilities, and resumes
of personnel who will be participating in this effort shall also be
included as attachments to the technical proposal and are not included
in the page limit. The technical proposal shall include a Statement of
Work (SOW) detailing the technical tasks proposed to be accomplished
under the proposed effort and suitable for contract incorporation.
Offerors should refer to the WL Guide referenced in Section A to assist
in SOW preparation .. Proposals shall identify: 1) relevant aerospace
manufacturing application, the problem to be attacked, the scope and
complexity of the solution, and risk identification & mitigation
strategies for both the Phase I and Phase II efforts, 2) a preliminary
methodology to identify existing supporting software tools, as well as
additional tools to be developed, 3) a plan to develop the required
software, 4) initial metrics and demonstration scenarios for evaluating
the developed tools and methodologies, 5) a plan for periodic
demonstrations which validate the affordability improvements of the
applications, 6) a plan to identify and interact with appropriate
current and emerging programs related to Virtual Manufacturing, as well
as a plan to transition the technology or approach to other
defense/commercial companies, especially JAST contractors, including
participation in conferences and workshops for the purpose of peer
evaluation and knowledge dissemination, 7) a strategy to commercialize
the resulting software tools. The technical proposal shall include: 1)
Table of Contents, 2) Executive Summary, 3) Complete and clear
discussion of the nature and scope of the Virtual Manufacturing
capabilities to be demonstrated and the program contributions to JAST
affordability objectives, 4) Methodology, Techniques, and Approach, 5)
Statement of Work (SOW), detailing the Technical Tasks proposed to be
accomplished under the effort and a schedule for performance of those
tasks. Offeror should consider instructions contained in the WL PRDA
& BAA Guide for Industry referenced in Section A of this announcement.
The SOW must present a complete and detailed discussion of the
proposed approach and be suitable for contract incorporation), 6) Plan
for transition of the contractor's concept into a low risk JAST EMD
program in the year 2000, 7) Description of Available Equipment,
Software, Data, and Facilities, 8) Program Responsibilities, Brief
Resumes, and Qualifications of key Team Members, 9) Statement of
Intention, if any, to use foreign nationals, 10) Break out of Person
Hours for each Major Task in the SOW, 11) Names and Qualifications of
Subcontractors, and level of effort to be subcontracted. Offerors are
notified the SOW may be incorporated, or any part thereof, by
reference, in any resulting award. The paragraph numbering used in the
Technical Proposal for the technical approach discussion, the SOW
tasks, and the Cost Proposal shall correlate. Travel is projected to
include, but not be limited to, the following: Contract Kick-off
Meeting, Annual Industry Reviews, Semiannual, Quarterly and End of
Contract Reviews at locations selected by the Government. (3) COST
PROPOSAL: The cost proposal shall be prepared in accordance with FAR
15.804-6 and shall include a Standard Form 1411, with all supporting
data, in order to allow for a complete review by the Government. The
cost proposal shall include all supporting information including
breakdown by phase of labor hours by category, materials, travel,
computer, subcontracting, and other direct and indirect costs. Copies
of the above-referenced forms may be obtained from the contracting
office cited. Offerors shall supplement their cost proposal, by
supplying electronically the by year and by phase pages of their cost
proposal. This electronic submission, is in addition to the written,
bound copies and floppy disk copies required as above. The spreadsheet
shall be in the DOS Microsoft Excel format. (4) PAGE LIMITATIONS: The
technical proposal shall be limited to 25 pages (12 pitch or larger
type), double-spaced, single-sided, 8.5 by 11 inches. The page
limitation includes all information, i.e. indexes, photographs,
foldouts, appendices, attachments, etc. Pages in excess of this
limitation will not be considered by the government. Cost proposals
have no limitations, however, offerors are requested to keep cost
proposals to 30-40 pages as a goal. (5) PREPARATION COST: This
announcement does not commit the Government to pay for any response
preparation cost. The cost of preparing proposals in response to this
PRDA is not considered an allowable direct charge to any resulting or
any other contract. However, it may be an allowable expense to the
normal bid and proposal indirect cost as specified in the FAR
31.205-18. E--BASIS FOR AWARD The selection of the source of award will
be based on an evaluation of an offeror's response (both technical and
cost aspects) to determine the overall merit of the proposal in
response to the announcement. The technical aspect, which is ranked as
the first order of priority, shall be evaluated based on the following
criteria listed in descending order of importance: 1) Understanding the
Problem: The offeror's understanding of the overall JAST program and
JAST strategies to achieve affordability and low risk, mature
technology transition. Understanding of the application of Virtual
Manufacturing to the EMD phase of weapon systems development as a means
of realizing JAST affordability goals. Understanding of the
technological, business, and cultural barriers/challenges associated
with the development and implementation of the proposed SAVE solution
2) Soundness of Approach: New and creative solutions for integrating
and demonstrating Virtual Manufacturing tools and practices to achieve
JAST affordability objectives. The soundness of the proposed
development, demonstration, risk identification, and risk mitigation
approaches. The soundness of the approach in addressing the
technological, business, and cultural barriers/challenges associated
with the development and implementation of the proposed SAVE solution.
The soundness of the proposed approach to achieve significant cost
reduction in support of JAST objectives, and the soundness of the
approach for transitioning results to other JAST participating
companies, 3) Special Technical Factors: Includes team composition,
familiarity with relevant technologies and commercialization strategy.
Facilities and equipment resources, including usage requirements and
availability. Cost, which includes consideration of proposed budgets
and funding profiles, is ranked as the second order of priority. No
other evaluation criteria will be used. The technical and cost
information will be evaluated at the same time. The Air Force reserves
the right to select for award of a contract, all, part, or none of the
proposals received. Award of a grant to universities or nonprofit
institutions or cooperative agreement, in lieu of a contract, will be
