The contractor must possess capability to accomplish basic planning oriented studies necessary for the execution of the navigation planning mission of the Corps of Engineers. All responsive proposals shall be evaluated by utilizing the following factors: Specialized Experience in the Work Required; Qualifications and Capabilities of Principals; Supervisors and Personnel; Management and Control; Location of the Firm in the General Geographic Area; and Previous DOD Awards. Contract will be awarded for two years. Award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. (0020)
