TOXIC RADIOLOGICAL WASTE ENVIRONMENTAL SERVICES FOR MISCELLANEOUS
MILITARY AND CIVIL PROJECTS ASSIGNED TO TULSA DISTRICT POC Contact:

Ave., Tulsa, OK 74128, 918-669-7041. CONTRACT INFORMATION: A minimum of
three Indefinite Delivery Contracts will be awarded for HTRW
environmental services. This is not a request for a proposal, and there
is no bid package. Contractors will be selected for negotiations based
on their qualifications submitted in accordance with this
announcement. This procurement is unrestricted. The contracts are
anticipated to be awarded in fourth quarter, 1995. Each contract is for
a base year and two option years with a total contract amount not to
exceed $24 Million. The only dollar limit per delivery order is the
total amount of the contract period. The base year and each option year
are in an amount not to exceed $8 Million. Should the total contract
amount reach $8 Million prior to passage of 365 calendar days, the
option for an additional year and an additional $8 Million of work and
services may be exercised. Similar action is available on the option
for the third year. Minimum award under this contract is $160,000 in
the base year and $80,000 in each option year. If a large business is
selected for this contract, it must apply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. For your information, the subcontracting goals
for Tulsa District are 65% for small business and 10% for small
disadvantaged business. A plan is not required with the submittal of
qualifications. 2. PROJECT INFORMATION: Work under this contract can
include, but not be limited to, any or all of the following: Remedial
Investigation; RCRA Facility Investigation; investigation for leaking
underground storage tanks (UST); Feasibility/Corrective Measure
studies; Remedial/Corrective Measure designs; preparation of documents
for regulators; engineering analysis/cost analysis, Potentially
Responsible Party investigation; oversight of field operations; and
construction management support at various projects assigned to the
Tulsa District. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria in descending order of
importance are a. Specialized experience and technical competence in
(1) Managing and performing large, broadly-scoped environmental
projects in compliance with USEPA and state environmental regulations;
(2) site characterization to determine nature and extent of
contamination including design and/or performance of subsurface
drilling programs, installation of monitoring well networks, surface
water, sediment, soil or groundwater sampling programs, in situ
exploration including cone penetrometer, soil gas surveys, seismic
refraction surveys, electrical resistivity surveys, ground penetrating
radar surveys, electromagnetic conductivity surveys, magnetometer
surveys, pump tests and bore hole or slug tests; (3) reporting
requirements such as : Health and Safety Plans, Quality
Assurance/Project Plans, Community Relations Plans, Project Management
Plans, Data Management Plans, Waste Management Plans, detailed Field
Operating Plans with field work schedules, Closure Plans, Laboratory
Service Contracts for Chemical and Physical Analyses, reports which
characterize sites including models and predictions of contaminant
migration in vadose and saturated zones, Risk Assessments, Remedial
Investigation/-Feasibilty Study Reports, RCRA Facility
Investigation/Corrective Measure Study Reports, Records of Decision,
Determination of No Further Action Reports, Groudwater Assessments
required under RCRA, Engineering Evaluation/Cost Analysis, various
plans and reports required under 40 CFR Parts 260-270 or applicable
state regulations, various plans and reports required under 40 CFR Part
280 or applicable state UST Regulations, Design Analyses Reports,
Construction Plans, Specifications and Government Cost Estimates for a
wide variety of environmental remedial action projects; (4)
establishing and maintaining administrative records of environmental
projects suitable for public and legal review; (5) environmental
projects in EPA Region VI and the states of New Mexico, Texas,
Oklahoma, Arkansas, and Louisiana; (6) routine chemical analyses, and
non-routine such as dioxin/furan analyses, high explosives and radio
chemical analyses using methodologies such as (but not limited to)
those included in SW-846 (third Edition) and EPA 600/4-79-020 and
documenting a level of laboratory internal QA/QC consistent with that
found in the method references above, resulting in legally defensible
data for inclusion into project reports; (7) handling
investigation-derived materials and wastes; (8) implementing Corrective
Action Management Units (CAMU's); (9) utilizing geographic information
systems; (10) producing quality remedial action designs utilizing COE
or other applicable design criteria; (11) construction cost estimating
and preparation of estimates on IBM-Compatible personal computers using
Corps of Engineers Micro Computer Aided Cost Estimating System (MCACES
Gold) (software provided); (12) preparing cost estimates using Air
Force Remedial Action Cost Engineering and Requirements (RACER) cost
estimating system (software provided); (13) oversight of field
investigations; (14) construction phase services; (15) transferring
and/or translating data between different computerized file formats;
(16) developing the nature and extent of the responsibility and cost
allocation for investigation and cleanup of hazrdous waste sites where
a civil or military organization of the U.S. Government is named as a
Potentially Responsible Party (PRP); (17) producing GIS-compatible
maps and CADD drawings in Intergraph Micro Station 32 format and in
accordance with Federal Special Data Standards; (18) provide results of
physical and chemical analyses on electronic media in accordance with
government-furnished formats; (19) accessing a Computerized Automated
Review Management System (ARMS) via modem (software provided); (20)
preparing narratives compatible with the latest version of WordPerfect
Software. b. Past Performance on DOD, DOE and other environmental
contracts with respect to quality of work, compliance with delivery
schedules, and cost control. c. Qualified professional personnel in the
following areas: engineering disciplines such as civil, chemical,
environmental, geotechnical, electrical, structural, and mechanical
engineers; scientific disciplines such as chemists, biologists,
geologists, certified industrial hygienists, safety specialist;
environmental technicians capable of providing chemical and geologic
data on electronic media in a Government specified format; surveyors;
CADD operators; drillers; and experienced environmental
drilling/sampling inspectors. Registration and certification as
required by the various state laws will be necessary. d. Sufficient
capacity to respond quickly, mobilize qualified personnel, and produce
quality results under short deadline constraints on multiple delivery
orders simultaneously. e. Volume of DOD awards in the last 12 months
as described in Note 24. 4. SUBMITTAL REQUIREMENTS: See Note 24 for
general submittal requirements. Interested firms having the
capabilities to perform this work must submit one copy of SF 255 (and
a SF 254 for the prime firm and each consultant) to the above address
no later than 4:30 p.m. on 17 March 1995. The SF 255 should
specifically address the requirements of this announcement. Responding
firms are requested to clearly identify those tasks to be performed
in-house and at what office and those tasks to be subcontracted and at
what office. In Block 8 of SF 255, responding firms must provide the
names and current telephone numbers of clients and references, by
project, for their five most recent HTRW environmental services,
studies, or designs. In Block 9 the contractor shall also include all
work scheduled or currently in progress for the private sector. In
Block 10 responding firms are requested to provide the following: A
listing of environmental projects indicating the experience of major
team members, including their specific roles in performance of those
investigations and/or preparation of those designs (project managers,
field managers, designers, etc.); Qualifications for all preselected
subcontractors, i.e. drillers, surveyors, waste haulers, laboratories,
etc. (Any laboratory firm must have the ability to pass the commercial
laboratory validation procedures listed in Appendix C of ER 1110-1-263
dated Oct 90.); The submittal shall address the strategy of the firm
for obtaining non-routine analytical services outside the capabilities
of preselected laboratories (Those non-routine analyses addressed
shall include dioxin/furan, asbestos, radioisotope, radio chemical, and
potential mixed radioactive and hazardous waste sample analysis);
Description of the firm's QA/QC plan and design quality control plan,
including an organization chart and coordination with subcontractors;
Identification of all computer capabilities, including software
programs being used (Note: MCACES software requires a minimum of 26 MB
of disk space and one MB of memory; RACER software requires a minimum
of 10 MB of disk space). Cover letters and extraneous material are not
desired and will not be considered. Personal visits to discuss this
contract will not be scheduled. Solicitation/bid packages are not
