FORCE BASE, NEW MEXICO SOL DACA47-95-R-0018 DUE 022295 POC Contract
Specialist Linda Anderson (505) 766-2680 (Site Code DACA47) 1. CONTRACT
INFORMATION: A firm fixed price contract will be awarded for the design
for the Upgrade East Electrical Distribution System at Kirtland AFB,
New Mexico. The work will include preparation of Final Design
construction bid documents. Optional services to include construction
inspection, shop drawing review and preparation of as-built drawings
may be required later in the contract. This procurement is
unrestricted. In accordance with Public Law 95-507, firms are reminded
a subcontracting plan may be required which provides for
subcontracting work to small and small disadvantaged firms to the
maximum extent practicable. Of the work to be subcontracted, the
Albuquerque District goal is for 60% of the subcontracted dollars to go
to small business, 10% to small disadvantaged business and 5% to women
owned business. The anticipated design contact award date is July 1995
and the anticipated design completion date is December 1995. 2. PROJECT
INFORMATION: The project consists of design of removal of overhead
electrical distribution, service entrances, street lighting circuits;
design of underground distribution, pad mounted transformers, street
lighting circuits, fixtures and poles, and ensuring that the new system
is compatible with a proposed Supervisory Control and Data Acquisition
(SCADA) system. The project also includes testing and disposal of pole
mounted transformers. The Government will provide all necessary
topographic and utility field surveys, and Pavement Design Analyses to
the successful firm. The successful firm will be required to prepare
all applicable environmental permits necessary for the construction of
the project. The estimated construction cost for this project is
between 5 and 10 million dollars. 3. SELECTION CRITERIA: SEE NOTE 24
for the general selection process. The selection criteria in descending
order of importance are: (1) Professional Qualifications; (a) The firm
must be able to provide project management and registered professional
electrical engineer capabilities; (b) The firm must be able to provide
a cost estimator with M-CACES gold or Composer Plus experience; (c)
Preference will be given to firms whose project manager has experience
managing design of COE and Air Force projects; (d) The electrical
engineer must demonstrate experience with underground concrete encased
medium voltage distribution systems and SCADA systems; (e) The firm
must have and utilize a Design Quality Management Plan; (f) The firm
must indicate the ability to deliver final drawings in AutoCAD
(Trademark) Version 12 usable format, narratives in WordPerfect
(Trademark) Version 5.1 and cost estimates utilizing M-CACES Gold.
Legal Joint Ventures will be considered as having in-house capabilities
and must be consummated prior to contract award. (2) Specialized
Experience and Technical Competence; (a) The firm must demonstrate
experience in design, preparation of plans and specifications and
construction cost estimates for underground power distribution
projects; (b) The firm must demonstrate familiarity and ability to
accomplish construction cost estimates utilizing M-CACES Gold; (c)
Preference will be given to firms demonstrating both experience with
similar projects within the last five years and experience with COE and
Air Force design criteria. (3) Past Performance; Past performance on
contracts with Governmental agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. (4) Capacity; The firm must demonstrate the capacity to
accomplish the required services by December 1995. (5) Geographic
Location; The location of the firm with resect to Kirtland AFB, NM,
will be advantageous provided a sufficient number of qualified firms
respond. (6) Volume of DOD Work; The firm's volume of DOD work within
the past 12 months with the objective of effecting an equitable
distribution of DOD A-E contracts among qualified A-E firms, including
small and disadvantaged business firms, and firms that have not had
prior DOD contracts. 4. GENERAL INFORMATION AND SUBMITTAL REQUIREMENTS:
The solicitation number is DACA47-95-R-0018. Interested firms that meet
the qualifications must submit one copy of the SF-254 and SF-255 within
30 calendar days from the date of this announcement in order to be
considered for the resulting contract. An SF-254 for each subcontractor
must also be submitted. Only data furnished by the responding firm on
the SF-254 and SF-255 will be considered in the selection process.
Personnel qualifications of all key subcontractors are to be included
in Block 7 of the SF-255. Responding firms are requested to clearly
identify those tasks to be performed in-house and at what office and
those tasks to be subcontracted and at what office. The SF-255 should
specifically address the requirements of this announcement. Responding
firms are requested to identify all relevant computer capabilities in
Block 10 of the SF-255. Firms responding as Joint Ventures must
indicate the intent in Block 5 of the SF-255. FIRMS SHALL LIMIT BLOCK
10 OF THE SF-255 TO NO MORE THAN 10 PAGES. The point of contact is
