(415)750-2066 Provide Architectural and Engineering Services for
correction of electrical deficiencies in Building 12 at the Veterans
Affairs Medical Center, 4150 Clement Street, San Francisco, California.
A&E shall conduct field investigations, prepare report, prepare
preliminary design, contract documents, construction cost estimates and
provide construction support services for the correction of electrical
deficiencies in Building 12. A&E firm will be required to make a
thorough field investigation, review existing drawings to identify
electrical deficiencies, make necessary recommendations and prepare
contract documents to bring Building 12 up to code by replacing all the
old 110 volt flourescent fixtures with new 227 volt fixtures,
installing new 227 volt electrical panel for new fixtures and install
or replace existing electrical panels to have spare capacity. Identify
all branch circuits and provide new directories for all panels.
Replace existing outdoor transformer with additional capacity to handle
a one story addition to the Building (approximately 8200 GSF). These
services shall be provided to The Department of Veterans Affairs
Medical Center, 4150 Clement Street, San Francisco, California, all in
accordance with Federal, State and local codes and regulations.
Estimated cost range for construction is between $100,000 and $250,000.
In accordance with far 5.207 and 36.602-1 and VAAR 836.602-1 and
836.602-3. All work required on this contract will be completed in
accordance with VA Master Specifications, VA Planning Criteria and all
applicable VA National Codes and Regulations. The A/E selection
criteria will include the following elements (a) through (m), in
addition to selection criteria listed in Note 24 of the CBD, (selection
criteria not necessarily listed in order of importance or merit): a)
Professional qualifications of the team proposed for this project
necessary for satisfactory performance of required services; b)
Specialized experience and technical competence in the type of work
required; c) Specific previous experience and qualifications of the
team proposed for this project, including project description; d)
Proposed management plan and team organization during the design phase
and the construction phase; e) Proposed design approach for this
project. Describe design philosophy, any problems anticipated to
accomplish work, how to solve them and innovative approaches in
production and design; f) Cost control, to include what techniques are
to be utilized and who is responsible. Discuss recent projects to
demonstrate ability to meet project cost target; g) Estimating
effectiveness. Review the ten most recent projects to demonstarte
estimating effectiveness; h) Scheduel control to include techniques
utilized to assure scheduels will be met, who is responsible for
schedules, and discuss recent projects to demonstrate ability to meet
project schedules; i) Geographic location and facilities of working
offices of prime and all consultants/subcontractors; j) Capacity to
accomplish work in the required time; k) Past performance on Government
and private industry contracts to show cost control, quality of work
and compliance with performance schedules; l) Describe experience and
capabilities in the following areas: Value Engineering, Life Cycle Cost
Analysis (LCAA), Critical Path Method, Fast Track Construction, Energy
Conservation, New Energy Resources, Enviormental Assesment,
Specialized Experience, Computer Aided Design and Drafting (CADD), and
other computer applications; m) Describe awards received for design
excellence. Describe litigation the firm has been involved in within
the last five years. Indicate type and amount of liability insurance.
This procurement is restricted and designated for an emerging small
business concern, Standard Industrial Code (SIC) 8712, with a
$1,250,000.00 annual volume. Firms meeting requirements described in
this announcement may submitt a current SF-255 for prime A/E, and
SF-254 for the prime and all consultants to this office, Attn: Gary
Adkins, Contracting Officer (90C), by 3:00pm on 1 March 1995.
Negotiations will result in a firm fixed price contract. This is not a
