intends to expand existing equipment penthouses, replace central
heating, ventilating, and air conditioning systems, and install wet
sprinkler systems in the Building 10 Clinical Center located in
Bethesda, Maryland, while maintaining full occupancy and operation of
the medical research facility.The key goal of this construction is to
restore the safety and reliability of Clinical Center utility systems
with minimal or no disruption to ongoing patient care and/or medical
research.Formal source selection procedures (FAR 15.6) will be used.The
Government intends to award without discussions so offerors should not
expect to have an opportunity to correct deficiencies in their
offers.The three evaluation factors for award include(1)the
acceptability of the offer;(2)the relative capability of conducting
business with the offeror;and(3)price reasonableness.To be an
acceptable offeror, each of the offeror's proposed key personnel shall
have completed at least one multiphase occupied medical or technical
research facility renovation project greater than $20 million where at
least a majority of the cost was for mechanical and electrical
infrastructure modernization.Capability will be based on the relative
merits of competing offerors and not upon absolute standards of
experience, past performance, or financial condition.Capability will be
an integrated assessment of the following:(a)the relative strength of
each offeror's experience related to their success in minimizing
disruption within an occupied fully operational medical or technical
research facility;(b)the relative strength of each offeror's experience
related to HVAC infrastructure modernizations within an occupied fully
operational medical or technical research facility;(c)the relative
favorableness of each offeror's reputation for past
performance;and(d)the relative strength of each offeror's financial
condition.Price reasonableness will be determined through price
analysis as prescribed in FAR 15.805.Only acceptable offers will be
eligible for award.In deciding which acceptable offer to select for
award, the Government will favor capability, and will consider it more
important to maximize capability than to obtain the lowest possible
price.The information the offeror references must have been for
services during the past three years.A pre-proposal conference is
currently scheduled for 10:30 am, March 2, 1995, at the Lipsett
Auditorium, National Institutes of Health, Building 10 Clinical Center
Complex, Bethesda, Maryland.The cost range for this procurement is $30
to $40 million.Bid documents will be available on or about February 15,
1995.A $250 non- refundable bid deposit in the form of a certified
check, cashier's check, or money order made payable to the General
Services Administration is required for each set of bid documents.All
