The NASA Center for Aerospace Information (CASI), operated by RMS Associates, provides industry, government, academia and the general public with access to the information which results from U.S. Government and foreign sponsored research and development activities. CASI has determined the need for an Electronic Document Management System. The integrated Electronic Document Management System that is sought by this procurement will transform hardcopy, microform, and machine readable material into digital image files, structuring them into an electronic document that could be distributed world wide via telecommunications or printed to hardcopy at any site with electronic printing capability. The digital document database could then be accessed from any computer workstation by any authorized user in the NASA STI community. The significant features that must be supported are hardcopy, microfiche, and electronic document image capture, bibliographic record creation from OCR/ICR of portions of the image and subsequent manipulation, rule-based workflow management and document routing, interface with an in-house IPS, linkage of the bibliographic document and associated image, creation of WAIS interface to provide for hypertext links of bibliographic records to document images with electronic document ordering, online and batch electronic submission and management of print requests, high-speed printing with advanced finishing features, microfiche production and interface to a COM device, open system with access via APIs and SQL. The RFP will be issued on/about February 17, 1995 with proposals due on/about March 17, 1995. Selection will be based on the best value among the offerors whose technical proposal meets the requirements of the specification in the RFP. No payment will be made until such time as the selected vendor satisfies the acceptance test as described in the RFP. Delivery will be phased from 30 to 120 days and will also constitute the acceptance test plus an additional testing of 30 days. All responsible sources may request a copy of the RFP.
