eligible tender participants 1) designated consortia pre-qualified by
the Director of the Kinki Regional Construction Bureau and comprised of
firms that meet the following criteria a) firms that do not fall under
articles 70 and 71 of the cabinet order concerning budget, auditing,
and accounting; B) firms qualified for open competitive tendering on
Public works by the Kinki Regional Construction Bureau; C) firms that
score 1,000 points or more in a formula calculated from bidding
company's objective criteria at the time of application for
qualification; D) firms not undergoing bankruptcy procedures; e) firms
that have -- since 1989 as the main contractor -- actually carried out
and completed Construction of tunnels of at least 6 meters outer
diameter and at least 500 meters length, using the closed-type shield
tunneling method, and of at least 60 square meters inner Section area
and at least 200 meters length, using the ''natm'' method note: only
Construction projects in which bidder has had a 30 percent or greater
share are eligible for consideration; F) firms not currently suspended
from designation by the Director of the Kinki Regional Construction
Bureau; and G) firms not related by capital or personnel to the
contractors involved in this Project; 2) designated consortia that meet
the following criteria a) have -- since 1989 as the main contractor --
actually carried out and completed Construction of tunnels of at least
8 meters outer diameter and at least 500 meters length, using the
closed-type shield tunneling method, and of at least 80 square meters
inner Section area and at least 200 meters length, using the ''natm''
method note: only Construction projects in which bidder has had a 30
percent or greater share are eligible for consideration; and B) can
assign to the Construction site a full-time Chief engineer or
engineering supervisor who meets the following criteria (1) is
qualified as a certified first-class Construction supervisor or
equivalent or higher; (2) has -- since 1984 as the main contractor --
had experience of having constructed and completed a tunnel of at least
8 meters outer diameter and at least 500 meters length, using the
closed-type shield tunneling method; and (3) in the case of engineering
supervisor, is qualified to supervise designated Construction works;
and 3) in a ''natm'' tunneling Project separately scheduled for a
negotiated contract, can assign to the Construction site a full-time
Chief engineer or engineer ing supervisor who meets the following
criteria a) is qualified as a certified first-class Construction
supervisor or equivalent or higher; B) has -- since 1984 as the main
contractor --had experience of having constructed and completed a
tunnel of at least 80 square meters inner Section area and at least 200
meters length, using the ''natm'' method; and C) in the case of
engineering supervisor, is qualified to supervise designated
Construction works bid documents must be obtained directly from the
