VIBRATION TEST EQUIPMENT AND CONTROL SYSTEM Sol. 73-DBS-882352. Contact
D. B. Speer, 412/476-6437. Seller will be required to design,
fabricate, assemble, test, and install an integrated shock and
vibration test system capable of a minimum of 880,000 lbs. thrust in a
single input plane veritcal arrangement, and 440,000 lbs. each at two
elevations in a lateral arrangement. The system shall meet MIL-STD-167
vibration test and IEEE-344 seismic test requirements. The progammable
shaker system shall be capbable of testing, components weighting
15,000 to 20,000 lbs. with random transients of 40 to 50 g's, 150 to
220 lps velocities, 10 inch peak-to-peak displacements, and transient
duration of 0.6 to 1.25 seconds for shaker shock tests. The control
system shall provide six-degree-of-freedom control. Transient analysis
by a Seller-supplied computer simulation program will be required
along with computer software qualification and verification plans,
sample calculations, and acceptance test plans prior to award. Seller
personnel to provide installation, shakedown, and acceptance testing
shall be DOE ``L'' cleared employees. Seller's request for bid package
shall include: 1) a list of previously designed and installed systems
meeting previously stated minimum requirements, including a minimum
net worth of $6.OM. Failure to submit, or failure to submit acceptable
information may, in the sole opinion of Westinghouse, cause the Seller
to be disqualified from receipt of the bid package. Award of this
action will be based on points awarded to responsive bidders by a
Bettis evaluation team. Categories to be considered for point award
will include technical and administrative items in addition to price.
The specific categories for award consideration will be identified in
the inquiry. The complete lists of requirements for this procurement is
contained within a technical specification that will be part of a
procurement inquiry. Requests for the inquiry package must be in
writing and must be postmarked no later than fifteen (15) calendar days
after the date of publication to assure Seller receipt of the inquiry
